Black announced that a possible site for Ferrellgas in Roseville was communicated to the <br /> company,but the City has not heard back. He also announced that the USF Dugan property has <br /> been sold their property to an undisclosed buyer. The City has been trying to find out who <br /> bought the property, so that staff can approach them about purchasing the land that is needed for <br /> the wye. Fulton indicated that the City will consider eminent domain to get control of the <br /> portion of land that is needed for wye if the new owner is not willing to negotiate. Fernelius <br /> reported that since USF Dugan was absorbed by a new company, Yellow Trucking, the broker <br /> has not seen this property as a priority and has not responded to calls or e-mails from staff. <br /> Kaufhold suggested that the City file a notice of intent for the site. Fulton replied that he would <br /> speak to the City Attorney about it. Stang suggested that a legal notice been sent to the broker, <br /> so that he can not state that he did not receive anything. Fernelius replied that a written offer was <br /> sent to him in February and that the City has proof that he received it through e-mails and <br /> voicemails. Delaune advised that the City proceed as if the broker is untrustworthy, and build a <br /> document trail. <br /> Housing Development <br /> Black reported that the City awarded the grading contract last week; work should start at the end <br /> of May and go through July. The Council will consider the streets and utilities bid at its next <br /> meeting and work should begin next month. <br /> Dump Cleanup <br /> Fernelius reported that the City, working with Barr Engineering, has come up with a plan to <br /> relocate a large amount of the dump material to different areas within the development. The <br /> amount of waste that will need to be trucked off-site will be greatly reduced. The City will then <br /> cap the dump and install a venting system to collect gases that accumulate. Kaufhold asked if the <br /> material will be tested. Fernelius replied that it will be screened and any hazardous materials <br /> would have to be removed and dealt with. <br /> Black indicated that MPCA will not allow residential uses to be constructed over the dump. <br /> Under Block E, the dump is very deep and if it was completely removed, it could undermine the <br /> adjacent roadway. The Council has decided to dig down far enough to cap that area and the <br /> development plan for it will be adjusted at a later time. Flahave inquired if pilings were needed <br /> for any buildings that will go in the area. Fernelius replied that pilings would be required and <br /> that they would need to be very deep. Barr is helping the City to figure out the cost. <br /> Demolition <br /> Black reported that the demolition is moving along as planned for Beisswenger's old store and it <br /> will be tested soon for asbestos. Fernelius added that the results should be known within the <br /> week. Black added that if the building comes back as clean then it will be demolished within the <br /> next couple of weeks. <br /> Office Development <br /> Black reported that brokers from Staubach Co. are representing a tenant interested in building a <br /> 70,000-square-foot building on the old bowling alley site. The City wants to make sure that the <br /> building is of adequate size for the lot and of good quality, in order to produce maximum value. <br /> Fernelius stated that Sherman Associates has the development rights to that lot, but has been <br /> willing to looking at swapping that site for another one within the development. Black added <br /> that the City will start the RFQ process this month to see what developers may be interested in <br />
