the office development, with the intent that the sites will be ready for development next spring.
Delaune inquired if Medtox is interested in the bowling alley site. Fulton replied that the
Staubach Co. is representing the Teamsters union, who would relocate its administrative offices
to that location. Black added that the City has not heard from Medtox for about three weeks.
Their first contact could have been to see what is available in the market. Bauman added that
Ameriprise has also announced its interest in finding a corporate site.
Benke asked if there had been anything from MnDOT on when the street and bridge would be
replaced. Black replied that the City had a meeting with them but no decisions had been made.
Kaufhold inquired if the City knew how Staubach would be orienting the building. Black replied
that they have been given a copy of the Design Guidelines for the development. They have
agreed to a conceptual drawing, although they are concerned that the underground parking will
be expensive and would like to add more surface parking. Fernelius added that the City would
like to see more green space for the site, since there will be several hundred people working
there.
Financing
Black announced that the City has applied for a $1 million grant through the Ramsey County
Environmental Response Fund. The decision is anticipated to be made later this month.
Delaune inquired if the City would be able to go back to the fund after the initial money is used.
Fernelius replied that as long as there is a source of funds in 2008-2009, then the City will be
able to go back and apply for additional funding.
Communications
Goepel reported that staff has been working on a citywide newsletter that will focus on the
Northwest Quadrant. Several staff and Council members have written articles for the newsletter.
Staff has focused on putting information in the newsletter that the City thinks the area residents
need to know to better understand the development. Delaune recommended that the flyer
encompass the whole city and the impact that the development will have. Goepel replied that the
first article does cover a bit of that, but will look at expanding it.
Bauman expressed concern that the townhomes and condominiums could be switched to rental
units, by someone coming in and purchasing a large number of units and just renting them. She
added that the developers stated that the townhomes and condos will each have an association
that should regulate that issue. Stang suggested that it would be difficult to control people from
renting out their units.
Delaune inquired if this would be the only newsletter or would there be additional
communications coming from the City. Goepel replied that this would be the only NWQ-themed
piece; however the City will start doing quarterly newsletters, the next coming in July. Fernelius
added that there would be a portion devoted to the east side when that development has been
determined
Stang inquired when the City would start advertising outside of the community. Black replied
that the Council is interested in"recycling"housing with New Brighton residents first, then it
would be advertised throughout the area. Goepel indicated that the City will be printing 11,000
