MINUTES <br /> New Brighton Economic Development Commission <br /> Regular Meeting—November 14, 2006 <br /> 7:00 a.m. <br /> Members/Liaisons Present: Bob Benke, Dennis Flahave, Lisa Harreld, John Kaufhold, Steve <br /> Larson, Mark Nelson, Bruce Nustad, Jim Sculthorp, and Jim Witkowski. <br /> Members/Liaisons Absent: Gina Bauman, Gene Delaune, Linda Harmon, and Gary Stang. <br /> Staff Present: Jeanna Troha, Grant Fernelius, David Black, and Jennifer Lavandowska. <br /> Call to Order <br /> Mark Nelson called the meeting to order at 7:00 a.m. <br /> Approval of Minutes <br /> The minutes of the October 10, 2006 meeting were presented for approval. All approved. <br /> Railroad Wye <br /> Nelson requested that the meeting begin with an update on the railroad wye project. Black <br /> reported that staff has been working with Estes to purchase a portion of the US Dugan site for the <br /> relocation of the wye. Fernelius added that there are some details that still need to be worked <br /> out; however they are very close to finishing the deal. Staff is hoping to present the final <br /> agreement to the Council on November 28th or at the meeting in December. <br /> Nelson inquired when staff anticipates the wye to be completed. Fernelius replied that it should <br /> take roughly four months to complete the construction work, grading, and tracks, hopefully <br /> beginning this spring and completed by the end of the summer. Sculthorp asked if staff knew <br /> what the cost to purchase the land would be. Fernelius replied that he would prefer not to <br /> discuss the cost at this time because negotiations are ongoing. Black added that at this time staff <br /> has a handshake deal with the railroad company to do the work on the wye, and staff will be <br /> working to finalize the plans, contract, land purchase, and swap. Fernelius added that there are <br /> letters of understanding with both railroad companies. <br /> Nelson inquired if Ferrellgas could possibly relocate to the USF Dugan site. Fernelius replied <br /> that this wouldn't work; Estes plans to hold onto the remainder of the site. Estes is new to the <br /> Twin Cities market and it is unclear how long they will be operating on the site; if they are <br /> successful they may need a larger site. Flahave asked if they would update the building. <br /> Fernelius replied that they don't plan to upgrade or construct a new building on the site. <br /> Brighton Village <br /> Black reported that the cleanup of the site is complete and Kraus-Anderson has taken down the <br /> fence. Kraus-Anderson will come to a Council work session on November 28th to discuss the <br /> Page 1 of 5 <br />
