Northwest Quadrant Report <br /> Post Office <br /> Black reported that the Postal Service's decision regarding the new building should be made by <br /> Monday and plans are to start construction next spring. Flahave asked what the cost would be to <br /> move them. Black replied that that cost would be about$3.1 million; however it is subject to <br /> market conditions. Larson added that Representative McCollum questioned why the Post Office <br /> wanted more money and a bigger building. She helped handle these issues in Washington. <br /> Flahave inquired about the cost to clean up the site. Black replied that it would be minimal. <br /> Staff knows of some cleanup on the back corner of the site that is part of the old dump. Flahave <br /> asked if the building is constructed or if it still needs to be built. Black replied that the retail <br /> building would be constructed as a freestanding building at the Main Street Village development <br /> and the warehouse portion would be constructed south of Dalco. Both projects would be <br /> underway next spring. <br /> Ferrellgas <br /> Black reported that the proposed purchase price for the property is apparently acceptable,but the <br /> company still wants to find a property to relocate to before they will sell. Flahave inquired if the <br /> City has considered using eminent domain on the site. Black replied that it might need to be <br /> considered, since the City will need to take control of the site soon. Nelson asked if they need a <br /> rail spur for their location. Black replied that Ferrellgas does not require a rail spur; they need a <br /> retail site for customer access, and a couple of acres that is zoned heavy industrial for tank <br /> storage. Those requirements have been difficult to meet in the immediate area. Flahave asked if <br /> there will be a spur added to the Belair site. Black replied that the spur is no longer part of the <br /> expansion plan; it was originally proposed when they wanted to have Midwest Asphalt move to <br /> their site. Kaufhold suggested several locations that might work for the company's relocation. <br /> Black stated that there is very little time left; the deadline in the development contracts is April <br /> 30, and then the City will need to regrade the area and realign Old Highway 8. <br /> Site Preparation <br /> Black reported that are new geotechnical complications on the west side development that may <br /> make the development even more expensive; there is quite a bit of muck and peat. Studies have <br /> been started to see if the material has compressed enough to build on it, if can it be compressed <br /> more or does needs to be removed. <br /> Flahave inquired if the soil is polluted and if there are any funds to help with the cleanup. Black <br /> replied the site will require remediation, and the City has submitted to two grant applications <br /> recently and hopes to receive funding. Flahave asked if the site can be capped and residential <br /> built upon it. Black replied that residential uses require a higher level of cleanup. Flahave <br /> indicated that he doesn't understand why the City is responsible for this cleanup and not <br /> Midwest Asphalt. Black replied that most of the cleanup required by the PCA is due to a change <br /> of use from industrial to residential. Benke inquired if the soil is contaminated or just not <br /> buildable. Black replied that both are issues and the site plan may have to be tweaked to help <br /> save money. Benke asked if the unusable soil could be spread in the park. Black replied that the <br /> PCA is very concerned with any soil contaminated leaving the site and will have it tested before <br /> it can be moved anywhere. <br /> Page 3 of 5 <br />
