Not Approved , <br /> PLANNING COMMISSION PROCEEDINGS <br /> CITY OF NEW BRIGHTON <br /> Regular Meeting—August 16, 2005 at 7:30 p.m. <br /> Present: Commissioners Larry Baker, Bruce Howard, Tom O'Keefe, and Norm <br /> Schiferl. <br /> Also Present: Patrick Boylan, City Planner and Kerry Thorne, City Engineer <br /> • Agenda Review: No changes <br /> • Approval of Minutes: The July 19, 2005 minutes were approved with the following <br /> changes: O'Brien seconded on the SP 05-13 Special Use Permit for two car sales events <br /> at Main Street Village,not Schiferl; and"The conclusion was that the proposed use "food <br /> shelf' and the pre K and adult education uses are consistent with the existing uses. The <br /> consensus was that the applicant shall be allowed to re-program the space within the <br /> building,provided they stay within the confines of the existing parking." <br /> • Council Action: Boylan reported that all items that were reviewed by the Planning <br /> Commission at last month's meeting were approved by the Council in July. <br /> Public Hearing: LP05-10 Amendment to an approved Site Plan Modify an Approved Special <br /> Use Permit(SP05-11 &LP05-07,modifying SP04-01 &LP03-08) <br /> Consideration of a proposal to amend an approved site plan and special use permit for to <br /> construct a new 47,687 sq. ft. Beisswenger's Do It Best hardware store with an outdoor garden <br /> center. On May 24,2005,the Council granted Mr.Beisswenger approval for an amended site <br /> plan. The original plan was presented and approved in January of 2004. Since receiving <br /> approval in May of 2005,the applicant has made two significant changes to the building design: <br /> a larger building footprint,which is the result of the removal of the basement storage area,the <br /> entire sales and storage facilities,will be conducted in a larger one-story building; and, a proposal <br /> to expand the outdoor"garden center." The garden center would be modified by replacing a <br /> significant amount of pavement with additional green space for a demonstration and sales area. <br /> All Commissioners expressed concern about the proposed changes. They felt that the green area <br /> in the garden center would not remain green and would eventually be covered in rock and would <br /> become unsightly. They also were also concerned that the building surpassed the allotted size for <br /> the zoning area and that required parking spaces had shrunk. <br /> Mr.Norm Wells,Architect, approached the commission and addressed some of their concerns. <br /> He explained that the building size increase is for storage, due to cost constraints the applicant <br /> had to remove the basement that was on the last two design plans. He stated that he would have <br /> to look at all of the design plans to clear up the problem with the parking and there would be no <br /> storage in the outdoor garden center.
