Not Approved <br /> Boylan reviewed the proposed amendment. Kerry Thorne, City Engineer, gave an overview <br /> of the history of water protection. Thorne explained that the City is responsible for anything that <br /> travels in the conveyance system and that the City could be held reliable by a third party if it is <br /> found that pollutants are found in our storm water system. She also reported that the Public <br /> Works Department has been doing a visual inspection of the storm water system and that they <br /> found about 47%of the system was clean. The pollutants that were found were sand/sediment, <br /> grass/leaves,tap water,paper, and cans/bottles. Sediment is the largest discharge with one of the <br /> largest contributors being construction. <br /> Thorne reported that the MPCA does not have any current guidelines,but they have been meeting <br /> with the Builder's Association,the League of Minnesota and several other groups to come up <br /> with a standard manual. Even though there are no guidelines,the permit requires the City to have <br /> some sort of guidelines. Thorne proposed that the City follow the MNDOT specs,which have the <br /> most up to date guidelines. <br /> O'Keefe asked if the City has any street sweeping ordinances. Boylan responded the City does <br /> not have one currently,but have used the nuisance ordinance to address it and that the City would <br /> look into adopting something addressing the issue. Schiferl was wondering if there was a way to <br /> make the amendment a bit more general, so when the guideline changes the City would not have <br /> to come back to the Council about the changes. Howard inquired if the City had a break down <br /> of how much of the pollutants come from construction. Thorne responded that she did not have a <br /> specific study,but used state and national studies to reach her numbers. <br /> The Commissioners directed Staff to report to the City Council, call for a public hearing, <br /> and recommends that the City Council adopt the changes to Chapter 7 of the City Code <br /> outlined above. <br /> Announcements and Updates: <br /> Mr. Boylan announced the upcoming 2005 Upper Midwest Regional Planning Conference in <br /> Alexandria,Minnesota.
