<br />-.:: _ _ t~ <br /> <br />f, <br /> <br />ORDINANCE NO.a <br /> <br />'0 <br /> <br />VILLAGE OF NEi'tl DRIGHTON <br />C01.JNTY OF RAUSEY <br />STATE OF NINNESOTA <br /> <br />AN ORDINANCE LICENSING AND REDULA'Tnm PEDDLERS, SOLICITORS, <br />TRANSIENT HERCH.AJ.\ITS, AND HANDBILL DISTRIBUTORS, AND PROVIDING <br />A PENALTY FOR VIOLATION THEREOF. <br /> <br />The Village Council of the Village of New Brighton ordains as <br /> <br />follows: <br /> <br />Section 1. Definitions. Subdivision 1. For the purposes of <br /> <br />this ordinance the terms defined in this section having the meanings ascribed <br /> <br />to them. <br /> <br />Subdivision 2. IlPeddler" means any person with no fixed place <br /> <br />of business who goes from house to house, from place to place, or from <br /> <br />street to street, carr;ying or transporting goods, wares, or merchandise <br /> <br />and offering or exposing the same for sale, or making sales and deliveries <br /> <br />to purchasers. <br /> <br />Subdivision 3. "Solicitorl1 means an;J1" person who goes from <br /> <br />house to house, fro:n place to place, or from street to street soliciting <br /> <br />or taking or attempting to take orders for any goods, wares, or merchandise <br /> <br />including books, periodicals, magazines, or personal property of any <br /> <br />nature whatsoever for future deliver;;. "Solicitor" does not include <br /> <br />any person taking or atternptmg to take orders to be filled bJT goods, wares, <br /> <br />or merchandise delivered to the purchaser from other states. <br /> <br />Su~)division 4. II Transien-';, r,erchant" nleans any person, firm, <br /> <br />or corporation who engages temporari1:,r in the business of selling and <br /> <br />delivering goods, wares, or merchandise within the village, and who, in <br /> <br />furtherance of such purpose,' hires, leases uses or occupies any building, <br /> <br />structure, vacant lot, motor vehicle, trailer, or railroad car. <br /> <br />Subdivision 5. Handbill distributor means any person, fir:n, <br /> <br />or corporation who engages in the distribution of advertising matter <br /> <br />other than by means of the United States Hail. <br /> <br />Newspaper means any published matter that consists of at least <br /> <br />60% news items and no more than 40% advertising content. <br />
