Approval of all building materials (brick and siding samples)by City Planner. <br /> 6 Ayes 0 Nays, MOTION CARRIED. <br /> Public Hearing: LP04-07, PL04-04 Preliminary Plat and Site Plan Review for a 52 <br /> unit apartment project at 221 Old Highway 8 NW.—Applicant, MWF Properties <br /> This item was tabled at the Planning Commission's regular meeting on January 18, 2005. <br /> Consideration of a request to construct a 52 unit apartment building and subdivide the <br /> property into two lots of record. The site is located at 219 and 321 Old Highway 8 NW <br /> and is zoned R-3B, Multiple Family Residential. The existing 22 unit apartment building <br /> is proposed to be split off and has site non-conformities. The single family home to the <br /> south of the site (321 Old Highway 8)would be demolished and that lot would be <br /> consolidated with the remaining lot to the north for new construction. The new <br /> construction site is proposed to have an underground parking stall and be a mix of two or <br /> three bedroom units. <br /> A full formal application review of a Type 4 Non-conforming Use Permit has just been <br /> recommended for approval to the council with conditions. Mr. Boylan briefly reviewed <br /> the site plan. There was considerable discussion regarding the conditions and other <br /> elements of the application. <br /> Motion by Baker, Second by Zisla to CLOSE THE PUBLIC HEARING. <br /> 6 Ayes, 0 Nays, MOTION CARRIED. <br /> Motion by Howard, Second by Schiferl to WAIVE THE READING AND ADOPT <br /> THE ATTACHED RESOLUTION APPROVING LP04-07 AND PL04-04, (site plan <br /> and preliminary plat), subject to the following conditions: <br /> 1. Approval of a permit by the Rice Creek Watershed District. <br /> 2. The applicant shall provide the City with copies of approved PCA stormwater <br /> permits prior to issuance of a Building Permit. <br /> 3. Elevation plans are resubmitted showing all materials labeled for all sides of <br /> the building to be approved by the City Planner. <br /> 4. Approval of a Permit from the Ramsey County Department of Transportation <br /> for the proposed new curb cuts on Old Highway 8. <br /> 5.
