Approved
would be able to see it and that to his knowledge there is no way to screen it from up
above. O'Brien replied that there are ways to screen it from being viewed from above
and they should be concerned with all views. Schiferl also inquired why the energy
efficiency construction materials were not included with this draft. Carlson replied that
he pulled out the key land use and development pieces from the guidelines, but could add
the energy efficiency to this if the Commission would like it. He would also like to see
the service loading, docks, recycling and trash containers that was in the design
guidelines to also be added to this draft. Zisla stated that they may want to reword the
franchise sign language. Schiferl inquired if Rick Wriskey, City Forester, would be
going over all landscaping plans. Fernelius replied that was correct. O'Brien requested
that drivit be eliminated from the secondary construction materials. He stated that it is a
poor choice of use with wood and metal stud construction. O'Keefe asked why town
houses are held to half the amount of primary construction material than the offices.
Carlson replied that is because they have different design standard, but the Commission
could change that if they would like.
Motion by Baker, Second by O'Brien to CONTINUE THE PUBLIC HEARING UNTIL
THE MARCH MEETING.
6 Ayes, 0 Nays,MOTION CARRIED.
Public Hearing: Zoning Code Amendments to Section 7-220 (1) and Section 7-230 (8)
Planned Developments
In response to the development proposal of the residential component on the west side of
Old Highway 8 located within the Northwest Quadrant, the City Attorney has prepared
minor amendment language to Section 7-220 (1) and Section 7-230 (8) of the PUD
ordinance. While the project includes a re-zoning to R3A, Multi-Family Residential, a
Planned Unit Development must also be processed to allow some variance from setback
standards, which are justified under the NWQ Design Guidelines.
The City Attorney has drafted the attached code amendment. Assuming a favorable
Planning Commission recommendation, it would be forwarded to the City Council for
review and adoption at their February 28, 2006 meeting, in conjunction with the
preliminary PUD for the housing portion of the Northwest Quadrant. The preliminary
PUD for the Northwest Quadrant can only be approved by the Council after, or in
conjunction with this ordinance amendment, but not before.
Motion by Baker, Second by Zisla to CLOSE THE PUBLIC HEARING.
6 Ayes, 0 Nays,MOTION CARRIED.
C:\Documents and Settings\jgoepe\Local Settings\Temporary Internet Files\OLK28\02-21-06 minutes.doc
