( Approved <br /> J <br /> Motion by O'Brien, second by Zisla to WAIVE THE READING AND ADOPT THE ATTACHED <br /> RESOLUTION RECOMMENDING APPROVAL OF THE ZONING CODE AMENDMENTS TO <br /> SECTION 7-220(1)AND SECTION 7-230(8)PLANNED DEVELOPEMENTS. <br /> 6 Ayes, 0 Nays,MOTION APPROVED. <br /> Announcements and Updates: <br /> Public Art Follow-Up <br /> Fernelius reported that Steve Rymer, Director of Parks and Recreation, put together a <br /> memo that discusses the process for public art with in the city. <br /> Update on Adherence to Design Guidelines for Northwest Quadrant Residential <br /> Development. <br /> Schiferl requested an update on the adherence to the design guidelines for the Northwest <br /> Quadrant, specifically the west side. He is concerned that the green use and <br /> environmentally friendly Design Guidelines are not being incorporated into the <br /> residential district. While the developers did answer some of his questions, he is still not <br /> satisfied that the guidelines are being met. He encourages staff to continue asking the <br /> developer how they will be incorporating those guidelines into the development. <br /> Fernelius replied that the developers are currently meeting the design and site standards <br /> that the guidelines have set out. Schiferl stated that these sustainable guidelines could be <br /> put into the developer's agreement if the city does not want to put them into the Zoning <br /> Code. He added that while the residential area is under the guidelines, without it being <br /> codified there is no way to guarantee that the developers will comply with the sustainable <br /> uses. Schiferl stated that he would continue bring this subject up for public discussion so <br /> that the Developers will comply with the guidelines. <br /> O'Keefe inquired what happened with the Commission's recommendation to the Council <br /> regarding the Preliminary Plat. Fernelius replied that it was reviewed on the fourteenth <br /> by the Council; the Council did not take action, in part due to the ordinance in evidence <br /> that was discussed earlier. They will take a look at it again on the 28th. O'Keefe asked if <br /> the Commission will be seeing a list of building materials and color elevations. Fernelius <br /> replied that they will see those items when the Developer's come back for their final plat <br /> approval.
