Larry Brown, owner of McDonalds, replied the two lanes would be open <br /> during the lunch and dinner peaks, during the off peak times you would be able to pull <br /> around and park on the southern part of the site. Mann stated that during the lunch and <br /> dinner time, if the line is to long, you would be stuck. Brown replied that a customer <br /> could park in the northern lot, but once you are line, you may not be able to pull out. <br /> Baker inquired if the parking in the south of the building would not be used during the <br /> peak times. Brown replied that it could be used. Baker asked how it could be used when <br /> the west lane would be blocking it. Brown replied that the southern spots are used <br /> mainly for employee parking during those times and if a customer is waiting on an order, <br /> they can use those spots to wait. <br /> Baker asked staff what the parking requirements are for site. Mann stated that the <br /> parking stalls on the south side of the building would be rendered useless during the <br /> lunch and dinner hour with the additional driving lane. Fernelius replied that a curb cut <br /> on the shared drive would allow an entrance to the southern parking stalls and may <br /> relieve congestion; however it would have to be negotiated with the car sales lot that <br /> shares the drive. O'Brien inquired if the shared drive is privately owned. Staff replied <br /> that it is a privately owned drive. Fernelius added that on the original plan that was <br /> submitted to the City there was an additional stacking lane identified along the north side <br /> of the building and asked the applicant why it is not part of the submitted plan. Brown <br /> replied that they had thought about having the cars stack along the northern side of the <br /> building, however it would take parking spaces away from the site and didn't seem like <br /> the best plan. Gundlach replied that the site only needs fifty stalls to meet it's parking <br /> requirements and the current plan shows forty-four stalls in the northern lot and fourteen <br /> stalls in the southern lot for a total of fifty-eight spaces. <br /> O'Keefe inquired from staff if the City Engineer or Public Safety had any comments <br /> regarding the safety concerns of cars backing on to Innsbruck Drive. Gundlach replied <br /> that she asked for comments from both departments and neither department provided any <br /> comments or concerns. Zisla stated that the applicant must have more customers going <br /> through the drive through than parking and finds it difficult to believe that the applicant <br /> would propose a plan that would damage his business if most of his customers parked. <br /> Motion by Baker, Second by Zisla to CLOSE THE PUBLIC HEARING. <br /> 5 Ayes, 0 Nays,MOTION CARRIED. <br /> Mann inquired from staff if the application meets all of the requirements, except that the <br /> Commission brought up the parking concerns, which had not necessarily been <br /> considered.
