Zisla asked the applicant <br /> what happens to the parking in the southern lot when customers are backed out onto <br /> Innsbruck, does it fill up. Brown replied that most customers decide when they see how <br /> long the line is if they are going to park to come into the restaurant and most customers <br /> park in the northern lot, rarely do they park in the southern lot. O'Brien added that if a <br /> customer decides not to wait in line, they can pull out through the northern lot. <br /> Motion by Zisla, Second by O'Brien to WAIVE THE READING AND ADOPT THE ATTACHED <br /> RESOLUTION RECOMMENDING APPROVAL OF LP2004-004. <br /> 4 Ayes, 1 Nays, MOTION CARRIED. <br /> Public Hearing: LP2006-005, VN2006-002 Site Plan Review, Building Setback <br /> Variances, and Parking Setback Variances to Allow Redevelopment of the Existing <br /> Marv's Transmission Site <br /> The applicant is requesting a Site Plan review and a number of Variances, including <br /> building setback and parking setback, in order to redevelop the existing Marv's <br /> Transmission site located on the northeast corner of Old Highway 8 NW and 7th Street <br /> NW, just south of City Hall. The requested variances include a front yard building <br /> setback variance to permit a 13.5' setback where 30' is required, a side street yard <br /> building setback variance to permit a 14.5' setback where 30' is required, a rear yard <br /> parking setback variance to allow the surface parking area to be located 4' from the rear <br /> lot line where 25' is required, and a side street yard parking setback variance to allow the <br /> surface parking area to be located 11.5' from the side lot line where 30' is required. <br /> The site currently contains a 50' x 30' garage structure and associated surface parking lot. <br /> The former owner of Marv's Transmission retired and approached the City to inquire <br /> about purchasing the property. The City has since purchased the property and called for a <br /> Request For Proposals (RFP) to gage interest in redevelopment of the site. The only <br /> response to the RFP was by the applicant on the proposal now requested. The applicant <br /> is now working with the City to process a site plan approval, negotiate a development <br /> agreement, obtain environmental approvals, and establish a tax increment financing <br /> district. <br /> O'Keefe inquired if in the B4 zoning district if a pedestrian entrance is required off Old <br /> Hwy 8. Gundlach replied that she did not know if the B4 requires it. O'Keefe inquired if <br /> it was discussed among staff at all.
