It should also be noted that support of this proposed <br /> amendment would not only allow schools larger ground signs but also churches and <br /> public facilities. In researching the other cities Sign Codes, nearly all categorize uses <br /> such as schools, churches and public facilities together, so staff wouldn't suggest <br /> separating schools. <br /> Baker stated that there are a large number of church signs that are currently larger than <br /> twenty square feet. Gundlach replied that it is possible that there are churches with <br /> ground signs larger than 20 square feet, however she does not know how many. <br /> Kyle Askowski, Public Relations Director for Mounds View School District, stated that <br /> the school district would like to maintain consistent and equitable signs for all of the <br /> schools in the district. Howard inquired if the other cities within the district will be <br /> allowing the larger signs. Askowski replied that the larger signs will be allowed in all the <br /> other communities. Baker stated that he supports the zoning code change since the <br /> properties are generally quite large. <br /> Motion by Baker, Second by Howard to CLOSE THE PUBLIC HEARING. <br /> 4 Ayes, 0 Nays. <br /> O'Keefe stated that it does not seem that staff supports the change and asked if there is a <br /> reason why. Gundlach replied that staff was trying to remain impartial and did not make <br /> a recommendation other than requesting the Commission review the documentation <br /> provided by the applicant. She added that staff does not have an issue with the increased <br /> size of the signs for the school district,but with this approval churches will also be able <br /> to have signs that are 32 square feet. Fernelius stated any churches that have a <br /> nonconforming sign will now be conforming which would be a positive benefit. <br /> Motion by O'Keefe, Second by Howard to Motion to waive the reading and adopt the <br /> attached resolution RECOMMENDING APPROVAL TO THE CITY COUNCIL WITH THE <br /> PROPOSED CHANGE. <br /> 4 Ayes, 0 Nays. <br /> Public Hearings: PU2006-002, FP2006-012, and SP2006-012 Final Overall Planned <br /> Unit Development Approval, Final Plat of the Area Known as Tract 1 (also to be <br /> known as Long Lake Landing), and a Special Use Permit to Establish a <br /> Comprehensive Sign Plan <br /> The applicants are proposing final Planned Unit Development approval, Final Plat of a <br /> portion of the PUD, and a Special Use Permit to establish a Comprehensive Sign Plan <br /> C:ADocuments and SettingspgoepeALocal Settings\Temporary Internet Files\OLK28\08-15-2006(2).doc Page 7 of 14 <br />
