Approved <br /> that the intention all along is that it would be hauled off site if it exceeds storage capacity, <br /> and the City attorney has been briefed about such concerns while he is preparing the <br /> agreement. Schiferl asked for a clarification of the public and private roads. Gundlach <br /> stated that the private roads are the two interior roads that run in between the town <br /> homes, the ring road, and a small bump out road on the northern end of the development. <br /> Howard asked for a clarification of how the development will tie into the Long Lake <br /> Regional Park trails and how they will treat the rail road tracks. Gundlach replied that <br /> there is an at grade trail connection at the northern end of the site, a pedestrian bridge <br /> crossing over the rail road tracks at the center of the development, and a possible tunnel <br /> at the southern end of the site. Schiferl inquired what crossing would be suitable for <br /> bicycles, besides the at grade crossing. Fernelius replied that the plan for the connection <br /> the park at the southern end of the development will be a tunnel under the existing rail <br /> road pass is also bike friendly. The staff will have to work with the rail road and possibly <br /> MNDOT to provide the proper access. O'Keefe inquired if any of the pedestrian <br /> connections being built are in the Developers Agreement. Fernelius replied that this is <br /> an issue that is being addressed in the Redevelopment Contract and the Developers have <br /> requested clarification on the City's timeline for installation for those improvements. He <br /> added that the rail road, county, MNDOT, and the City are all parties that will be <br /> involved with this process and the trails are not part of this approval. <br /> Theresa Greenfield, Director of Land Development for Rottlund Homes, requested <br /> approval of the PUD, Final Plat, and Special Use Permit. She reported that they have <br /> included several sustainable design plans in the development. By moving the buildings <br /> around they were able to create more open space which decreases the amount of <br /> impervious materials, an infiltration pond has been added south of the senior condos, the <br /> units are smaller and thus more efficient to operate and require less natural resources to <br /> build, the irrigation system will have rain sensors, some drought tolerant plants will be <br /> planted, drip irrigation placed in the medians, the home owners association will be <br /> required to contract for recycling, use of certified lumber, and recycled OSB board. <br /> These are some of the highlighted sustainable designs that they are using, when the <br /> construction plans are laid out the details on this issue will be more in depth. David <br /> Bernard and Sherman Associates have provided sample boards and brick that she will <br /> leave with the City for any citizens to look at. The David Bernard Builders sales trailer <br /> will be on site soon and will be open for business for the Fall Parade of homes. <br /> Schiferl inquired if the developers plan on doing construction waste recycling. <br /> Greenfield stated that David Bernard and Associates is currently taking bids from several <br /> companies and will compare those bids to the cost of the recycling program that the <br /> company is currently using at its other development sites. <br /> Howard asked staff to clarify where the trail easements would be located.
