Baker inquired if the applicant wished to make a comment.
The applicant replied that they are willing to wait until the application is presented
formally to the Commission.
Zisla inquired what the proposal is for this application and the location that is being
contemplated. Fernelius replied that the location would be at Belair Excavating, which is
found at address is 2200 Old Hwy 8 NW. Belair Excavating owns roughly twenty acres;
part of the site is a former landfill that has been capped by the company. Midwest
Asphalt approached Belair about approaching the City with an application for an asphalt
and cement plant to continue part of their recycling business, essentially a similar
operation as what they currently have. Midwest Asphalt would be a tenant on the Belair
property. The application includes a site plan review, a rezoning of the property, an
amendment to the Comprehensive Plan, and a special use permit. Zisla inquired if this is
a relocation of the current operation. The applicant replied that is a relocation of the
current operation.
Zisla asked if the City owns the property that Midwest Asphalt operates. Fernelius
replied that the City has a settlement agreement with Midwest Asphalt and in December
the City will close on the balance of the property. Zisla inquired if Midwest Asphalt is
being paid relocation benefits as part of the settlement. Fernelius replied that as part of
the settlement the business and landowner were paid a fix amount. O'Brien asked if
moving to the new site a condition of the settlement. Fernelius replied it is not a
condition of the settlement.
Schiferl asked if the property abuts the Mounds View boarder and Rush Lake. Fernelius
replied that is correct, Mounds View is to the north of this property; however it borders
Long Lake Regional Park to the west. Schiferl inquired if the analysis will include the
comprehensive plan for Mounds View. Fernelius replied that it will be included.
C:\Documents and Settings\jgoepe\Local Settings\Temporary Internet Files\OLK28\09-19-2006.doc Page 6 of 7
