2005 Proposal: City Planner Comments: if the Planning Commission and Council believe Mr. <br /> Beisswenger should be allowed to have gasoline engines for sale in the garden sales area,then the <br /> screening should be changed. <br /> The garden sales area is located on the west side of the hardware store building(facing Old Highway 8 <br /> NW)and is proposed to be 9,300 sq. ft. The length of the garden area is 200 feet and includes a 2,520 <br /> sq. ft. green house within. Mr.Beisswenger indicated that he is interested in selling used power <br /> equipment in the northern portion of the garden sales area only. <br /> Mr.Norm Wells,Architect, suggested that the northern portion of the screening could be masonry wall <br /> material to completely screen the proposed power equipment. Staff agrees;the applicant should <br /> construct an 85 foot masonry wall on the north end of the garden sales area to match the exterior building <br /> materials. No sales or display of motorized equipment should be allowed south of this point. The <br /> remaining 115 feet is proposed to be fencing material. The entire 200 foot length is proposed to be <br /> screened by landscaping as indicated on the approved site plan;this should not change. <br /> Also,within the context of redeveloping a marquee site in the City, and the strict design guidelines of the <br /> MX district,the applicant has agreed to: <br /> • rotate outdoor sales items on a seasonal basis; <br /> • not store items above the fence; and, <br /> • maintain an orderly and clean sales area. <br /> The MX district was created to facilitate the construction of high-quality materials and aesthetics. <br /> Anything displayed in the garden sales area above the 6 foot masonry wall or 6 foot fenced in portion of <br /> the garden sales area should not be allowed. <br /> STAFF COMMENTS <br /> RECOMMENDATION Motion to recommend approval of SP05-11 AND LP 05-07,SUBJECT TO THE <br /> FOLLOWING CONDITIONS: <br /> 1. Continued compliance with SP04-01 and LP03-08 <br /> 2. A special use permit is applied for to consider signage through the comprehensive sign plan <br /> process. <br /> 3. The storage of any packaging, garbage or recycling material shall not be stored outside of the <br /> dumpster enclosure area as depicted on the site plan. <br /> 4. Garden Sales Area items shall be stored only in the"garden center"area as depicted on the <br /> April 29,2005 amended site plan. <br /> 5. Items within garden sales area shall not be stacked above the 6 foot masonry wall or fenced <br /> area nor be visible from Old Highway 8 NW. <br /> 6.
