PLANNING REPORT <br /> DATE: July 19, 2005 <br /> CASE: SP 05-13 <br /> SUBJECT: Special Use Permit for two car sales events at Main Street Village <br /> APPLICANT: Brad Crandall—CU Companies <br /> REQUEST <br /> To hold a public hearing and consider a Special Use Permit application for two separate car sales events. <br /> Each event will be one day in duration and are proposed to be held once in the fall and once in the spring <br /> in the parking lots of Main Street Village. <br /> Automotive sales are listed as a special use in the Zoning Code. The applicant has applied for a Special <br /> Use Permit,notice was published in the New Brighton Bulletin,and notification was mailed to property <br /> owners within 350 feet of the subject site. <br /> FINDINGS <br /> • Section 8-130 Special Use Standards <br /> PAST ACTION <br /> • On April 26, 2005,the City Council approved a special use permit to allow a one-day event <br /> BACKGROUND <br /> The overall development of Main Street Village includes a mixture of uses including commercial,office, <br /> and residential. CU Companies is a credit union owning and occupying 500 and 550 Main Street. These <br /> are the two story office buildings on the western portion of the site. The proposed event will be in the <br /> parking lot on the east side of the buildings. <br /> SITE CHARACTERISTICS <br /> 1. Location: 500 and 550 Main Street <br /> Lots 1 &2, Block 1, Main Street Village First Addition. <br /> 2. Size: the entire Main Street Village site is roughly 10 acres. <br /> 3. Topography: Finished grades. <br /> The area rises gradually from south to north. <br /> 4. Vegetation: Landscaping around developed properties. <br /> 5. Sensitive Areas: None <br /> STAFF COMMENTS <br /> Parking Analysis <br /> The proposed sale would be held on the two parcels on the west side of the site. There are 246 surface <br /> parking stalls available and 86 below-grade stalls available(basement of 500 and 550 Main Street)for a <br /> total of 332 on site. <br /> The applicant is proposing to display 125-175 vehicles and believes that there would be no more than 100 <br /> individuals on site, which includes both sales staff and buyers. <br /> There is enough room and parking available to accommodate an event of this magnitude on a <br /> weekend. <br /> I:\COMMISSIONS\PLANNINGUteports\2005\07-19-05\SPO5-I3_MSV_Car Sales SUP.doc 1 <br />
