SITE PLAN ANALYSIS <br /> 1. Parking Stall Size: 9' x 18' <br /> 2. Aisle Size: 18 feet wide for one way;24 feet for two way <br /> 3. Total Drives: one connecting Palmer Drive <br /> 4. Concrete Curbing: Provided and proposed in new parking area. <br /> 5. Parking Area Surface: Bituminous <br /> 6. Landscaping/Screening: The submitted plan was considered by the City Forester. <br /> The Autumn Purple Ash and various shrubs and dwarf <br /> cranberry bushes in the parking lot islands are <br /> acceptable. <br /> 7. Lighting: Two of the existing parking lot light standards will be <br /> relocated 67 feet to the south(toward the Thorndale <br /> project). <br /> The applicant has indicated that the new light standards <br /> will be of the"shoebox"variety. However,at time of <br /> writing,lighting data has not been received. The <br /> applicant should submit lighting data including lumens <br /> data. <br /> 8. Impact on <br /> Surrounding Land Uses: The additional parking on site should alleviate the <br /> parking on both Thomdale Avenue and Palmer Drive. <br /> The neighborhood circulation should improve after <br /> construction is complete. <br /> STAFF COMMENTS <br /> A Planned Residential Development(PRD#24)was approved by the City Council in 1978. At <br /> that time,the developer was considering a second phase to the south of the current building. <br /> Over the past twenty five years,area residents have complained about visitor and resident parking <br /> spilling onto adjacent streets(Palmer Drive,Robin Lane,and Thorndale Ave). <br /> The proposal is a very simple and straightforward project. If constructed,the project will add a <br /> net total of 12 parking spaces to the site. <br /> The proposal adds landscaping to the parking lot,the applicant has promised to adhere to lighting <br /> regulations,and the proposed construction abides by setback zoning code regulations. The <br /> Planning Commission should recommend approval to the City Council. <br /> APPROVAL <br /> Motion to waive the reading and adopt the attached resolution recommending final approval of <br /> LP05-05 subject to the following condition: <br /> 1. Approval of a permit by the Rice Creek Watershed District. <br /> 2.
