PLANNING REPORT <br /> DATE: September 20, 2005 <br /> CASE: SP 05-08 <br /> SUBJECT: Special Use Permit for Civic Center Campus—Sign Plans <br /> APPLICANT: City of New Brighton(Steve Rymer,Director of Parks and Recreation) <br /> REQUEST <br /> To hold a public hearing and consider a Special Use Permit application for building and site signs <br /> for the New Brighton Civic Campus buildings. The City of New Brighton wishes to establish <br /> a Sign Plan for three Civic Campus buildings. <br /> FINDINGS <br /> • Section 8-130 Special Use Standards <br /> • Section 9-041 (2)C.Area of Special Control <br /> BACKGROUND <br /> The City Council may,by special permit, establish special regulations for signs that are either <br /> more restrictive or less restrictive than those provided by the Zoning Code,having regard for the <br /> character of the area of special control to which the special permit will apply. Any <br /> Comprehensive Sign Plan,when approved by City Council, shall constitute the permitted signs <br /> for that area and any future change to the plan shall be submitted under special permit procedure <br /> and when adopted shall become part of that plan. <br /> The overall development includes civic uses for public safety, general municipal government and <br /> community center uses; subsequently,the applicant wishes to gain approval for a variety of signs <br /> to serve the mix of uses. The sites are composed of: <br /> 1. The Public Safety Facility(785 Old Highway 8 NW); <br /> 2. City Hall(803 Old Highway 8 NW); and, <br /> 3.
