PLANNING REPO f''T <br /> DATE: October 18, 2005 <br /> CASE: GP05-01 <br /> SUBJECT: Amend the General Development Plan/PUD for Main Street <br /> Village <br /> APPLICANT: John Ordway for Pratt Ordway <br /> BACKGROUND <br /> To consider an amendment to the General Development Plan/PUD for Main Street <br /> Village to allow for a change in land uses. The applicant wishes to locate a restaurant in <br /> Building E and a post office in Building D. <br /> The approved General Development Plan/PUD have specific land uses associated with <br /> the various buildings in Main Street Village. The applicant, Pratt Ordway, would like to <br /> modify the approved plan to accommodate a different tenant mix in Building D and E. <br /> More specifically this change would allow Pratt Ordway to 1) develop a stand-alone post <br /> office for Building D (previously proposed as a restaurant site; referred to as Parcel B on <br /> attached plat drawing), and 2) lease space within Building E (previously proposed as <br /> retail; referred to as Parcel A on attached plat drawing) for a restaurant and adjoining <br /> deli. <br /> MAIN STREET VILLAGE SITE AND PROCEDURAL CONTEXT <br /> The Main Street Village site is approximately 10 acres and is zoned B-4, Downtown <br /> Business. For this project, a General Development Plan was approved in 2001 and <br /> amended in 2002. The site is zoned B-4, Downtown Business and has a PUD overlay <br /> which allows for the flexibility necessary to implement the integrated, pedestrian- <br /> oriented, mixed use development intended for this site. <br /> PAST ACTION <br /> ® The Council approved a General Development Plan/PUD for Main Street <br /> Village on June 26, 2001. <br /> ® The Planning Commission held a Public Hearing to consider an amendment to <br /> the General Development Plan (PUD 01-001) and recommended approval to the <br /> City Council of the amendment with conditions on August 20, 2002. <br /> • The City Council reviewed the Planning Commission Recommendation and <br /> approved the Amended PUD with conditions on August 27, 2002. <br /> ® The Planning Commission held a Public Hearing to consider an amendment to <br /> the Site Plan for Building"E" and the General Development Plan(GP03-01, <br /> LP03-04) and recommended approval to the City Council of the amendment <br /> with conditions on May 23, 2003. <br /> ® The City Council reviewed the Planning Commission Recommendation and <br /> approved the Site Plan for Building "E" and the General Development Plan <br /> (GP03-01, LP03-04) on May 27, 2003. <br /> I:\COMMISSIONS\PLANNING\R.eports\2005\10-18-05\Main Street Village(Final Report)GP05-01.doc <br />
