MEMO
To: Matt Fulton
CC: Dan Maiers
David Black
Patrick Boylan
From:Steve RymeS-
Date: August 3, 2004
Re: Commercial/Industrial Park Land Dedication Fees
Introduction
I am recommending that the City Council considers implementing
Commercial/Industrial Park Land Dedication Fees. My recommendation is based
on the fact that in order to adequately provide quality parks, open space, and
trails for the New Brighton community, all potential revenue sources should be
utilized.
Background
Historically, the City has only charged park land dedication fees for residential
development. Chapter 26, Article 4, of the City Code regulates park land
dedication and states:
(7) Cash Contributions.
A. Cash contributions for single-family residential development will be due
and payable at the time of final plat approval. Cash contributions will be
based on the number of new lots created.
B. Cash contributions for multi-family residential development will be due
and payable at the time of building permit issuance. For multi-family
residential development, the applicant will execute a document in a form
satisfactory to the City Attorney which acknowledges the obligation to pay
these fees at the time building permits are secured. Such documents shall
be in recordable form and any fee charged in connection with the filing
thereof shall be paid by the applicant. Cash contributions for multi-family
residential developments will be based on the number of units in the
complex.
