PLANNING REPORT
DATE: April 18, 2006
CASE: ZA2006-006
SUBJECT: Zoning Code Amendment Related to Directional Signage for
Institutional Uses
APPLICANT: City of New Brighton
REQUEST
Attached is a proposed ordinance amendment to Section 9-040 of Chapter 9 of the Zoning
Ordinance. The proposed amendment deals specifically with off-site directional signage for
institutional uses. The current language prohibits such signs, however at least one has existed in
the City for years. Knowing this, other institutional uses have inquired about erecting such signs.
Realizing that these signs currently exist in the City and the code prohibits them, staff found it
appropriate to draft an amendment to the Sign Ordinance whereby a permit process is established
and conditions are clearly defined.
The proposed language would identify the placement of such signs, limit the size and height, and
allow for a discretionary review by the City Engineer.
Attached as Exhibit B, is a letter drafted to the City Manager from Christ the King Lutheran
Church regarding their desire to place off-site directional signage in the City. This is the basis
for the proposed Zoning Ordinance amendment.
ATTACHMENTS
Exhibit A—Proposed Ordinance Amendment
Exhibit B—A Letter Dated 3-24-06 from Christ the King Lutheran Church
STAFF RECOMMENDATION
Staff recommends that the Planning Commission review the proposed amendment and if
acceptable direct the Council to adopt the language as drafted and/or with any proposed
revisions.
Janice Gundlach, City Planner
