April 25, 2006 <br /> City of New Brighton <br /> Planning Department <br /> c/o Grant Fernelius - <br /> 803 Old Highway NW <br /> New Brighton,MN 55112 <br /> Planning Department: <br /> Re: T-Mobile Central,LLC Special Use Permit Application to construct a communications <br /> facility(including wireless antennae and lightning protection)at 348 First St. SW New Brighton, <br /> MN 55112 <br /> My Client,T-Mobile Central respectfully requests the granting of a Special Use Permit to <br /> construct a 100-foot tall wireless communications self-support tower,with collocation possibility <br /> for up to two additional users, located at the address listed above. <br /> Proposed Use <br /> The proposed communication facility will consist of a 100-foot above grade self support <br /> monopole tower and a related equipment platform,all located within a 15-foot by 30-foot fenced <br /> compound. Directional panel antennas will be attached at the top of this tower,and a four-foot <br /> lightning rod will extend above the tower(for a total height of 104 feet above grade)for electrical <br /> protection. This tower will be able to be collocated on by up to two additional users. <br /> T-Mobile proposes to install an equipment platform to house related electronic equipment within <br /> the fenced compound surrounding the communication tower site. The equipment platform is a <br /> grated,steel platform raised off the ground to allow snow and rain to fall through and not build up <br /> next to the utility cabinets. T-Mobile Central will attach transmit and receive antennae to the <br /> tower. No additional tower lighting or advertising will be attached to the tower or site. Access to <br /> the facility is provided by an existing driveway on the subject site. Please refer to the enclosed <br /> plans(Exhibit B)for reference to the design of this site. <br /> Purpose of the Proposed Use <br /> T-Mobile Central provides a state-of-the-art digital wireless telecommunications service called <br /> Personal Communications Services(PCS)throughout the greater metropolitan area of <br /> Minneapolis and St.Paul,as well as throughout the United States. Development of T-Mobile <br /> Central's infrastructure began in 1996,and has continued to grow over the past several years. <br /> This proposed communication site represents improvement of both coverage and capacity of the <br /> T-Mobile Central network within the city of New Brighton. <br />
