Invite several of the larger commercial and church landowners to have a discussion regarding where <br />their company or church will be in ten years and if they see an opportunity for growth or development. <br />Proposed by Delaune. <br />• Several properties by the USF Dugan property could be a major source of commercial or industrial <br />development and future expansion, an opportunity to get a denser use of the area. Proposed by <br />Sculthorp. <br />• The area near the USF Dugan site is also a great opportunity for a park, which would be a huge addition <br />for an area that lacks parks and green space. Proposed by Harreld. <br />Nelson indicated that if the Commission members have any further suggestions that they should be forwarded to <br />Fernelius or Black. Black indicated that staff will keep the Commission informed. <br />Miscellaneous Developments <br />Brighton Village <br />Black reported that Kraus-Anderson has approached the City with a new preliminary site plan that includes a <br />fitness center in the southeastern portion of the property, a possible medical clinic, and same retail in the <br />southwest corner. The developer is not asking for any financial assistance from the City; however they will he <br />requesting a variance for parking and a variance from the thirty-foot setback requirement. Fernelius stated that <br />the current site plan would require extraordinary approvals from the Planning Commission and Council. Staff <br />expressed disappointment that there is so little retail and that each time the developer brings in a new site plan <br />retail space decreases. Kraus-Anderson would like to go before the Planning Commission this April and <br />s on breaking ground this spring. <br />Nelson inquired how Kraus-Anderson will meet all of their parking requirements, especially if additional retail <br />is brought in. Fernelius replied that they have a shared parking agreement with the bank and Champps. <br />Delaune inquired if the City can request that K-A do a site plan that includes the bank and Sinclair to show what <br />the area could look like for future development, so the sites will not need to be retrofitted into the development <br />at a later date. )~ernelius stated that staff has strongly suggested that the developers create a site plan that <br />includes the entire site because of parking; however K-A has been reluctant to do it. Delaune asked if the City <br />is in the position to state that the approval of their current site plan relies on them doing an overall plan 1'or the <br />site. Stang suggested that because the developer is not asking for assistance, the City can not tell them what to <br />do with the property and Kraus-Anderson can't project what will happen in ten years to the other properties. <br />Black added that Kraus-Anderson will most likely not purchase the other properties for redevelopment. Stang <br />stated that he understands the area has been difficult to develop and hoes that with the ltness center it will pull <br />additional retail to the area. <br />Black noted that the site plan does not address pedestrian access and landscaping, however they will be added to <br />future site plans. Kaufhold inquired ifthe frontage road could be incorporated into the site. Black replied that <br />the Council adopted guidelines in 2001 to move the road; however Kraus-Anderson rejected those guidelines as <br />too expensive to implement. <br />ailroad W e and Team Track <br />ack reported that Cstes has not yet closed on the USF Dugan site, but is still committed to working with the <br />City. The railroad may not make a firm commitment until the City has this property and the properties in the <br />Northwest Quadrant under its control.
