Mattila outlined the case report concerning an application for site plan review to construct an 8,100 square
foot office/warehouse building on an industrial lot.

The applicant, Don Jednek, was present. Baker asked the applicant what type of business is McKinley Hill.
Jednek said it is an electrical design and light assembly business.

LP-311,
Motion by Baker, seconded by Jensen, to Motion to
RECOMMEND APPROVAL OF SUBJECT TO
.
6 Ayes - 0 Nays. Motion Carried.
CONDITIONS

Announcements and Updates

MacGillis & Gibbs Site - Concept Plan Update
Jill Hanson reported the City will soon be able to redevelop the MacGillis & Gibbs site. A meeting has been
scheduled with the EPA in Chicago to discuss MacGillis & Gibbs as a Super Fund site. The EPA has
indicated that New Brighton’s development plans will drive their cleanup schedule. This statement by the
EPA opens up new opportunities for the City’s redevelopment plans. They have previously awarded New
Brighton money to begin the cleanup. Phase One would be removal of tanks and underground storage.

Extending County Road E-2 from I-35W to Old Highway 8 may also be possible. The City has been meeting
with representatives of the six railroads because the E-2 extension would cross trackage used by these
railroads.

Hanson reviewed the Concept Plan included in the agenda packet. The Planning Commission briefly
discussed and expressed approval of the plan.

Innsbruck Nursing Home - Entrance Plan
Mattila showed and described an entrance plan for the nursing home. Mattila asked the Commission if they
wanted to consider the plan through the formal special use permit process. The Commission decided to see
the plan formally.

Curtis Bostrom - Apartment Parking Lot Improvement
Mattila showed the two plans for the parking lot improvement. The Commission discussed the plan and liked
the Plan B, which eliminates the most nonconformities.

I:\COMMISSIONS\PLANNING\MINUTES\1996\05-21-96.WPD
6
