Planning Commission Minutes - March 20, 2001 <br />Page 3 <br /> <br />David Walker, Salem Building Committee Chair, acknowledged that the Monday night bible study class creates <br />some on-street parking, but the Church is trying to encourage participants to park in the Church lot. This on- <br />street parking is not due to lack of parking stalls, but those wishing to have easy access after the meeting. <br />Walker raised the question of an access onto Silver Lake Road to facilitate movement out of the parking lot. <br /> <br />WAIVE THE READING AND ADOPT THE RESOLUTION <br />Motion by O’Brien, seconded by Baker, to <br />RECOMMENDING APPROVAL OF SP00-1 AND LP00-4, SUBJECT TO THE FOLLOWING CONDITIONS: <br />1.APPROVAL OF RICE CREEK WATERSHED DISTRICT. <br /> <br />2.TRASH FACILITY SHALL BE SHIELDED FROM PUBLIC VIEW USING SIMILAR MATERIALS AND <br /> <br />DESIGN OF MAIN BUILDING. <br />3.TREE REPLACEMENT PLAN SUBMITTED FOR REVIEW AND APPROVAL BY CITY STAFF. <br /> <br /> 6 Ayes - 0 Nays, Motion Carried. <br /> <br /> <br />General Business: Consider site plan for the purpose of constructing a new 8,951 sq. ft. building at 2053 <br />Old Highway 8 NW, Superior Flooring <br /> <br />The one story building will consist of a 5,663 sq. ft. office/showroom, and 3,288 sq. ft. warehouse space. The <br />applicant has applied for a 21 ft. right-of-way vacation from Ramsey County along Old Hwy 8 to meet parking <br />and building setbacks. Staff engineers would like to see an easement created and maintained for the entire 21 <br />ft. section of proposed vacation for existing utility maintenance and future redevelopment including sidewalks. <br /> <br />The proposal meets lighting and parking requirements. The City Forester has made recommendation that the <br />site may benefit from additional screening. The applicant proposes the trash containers remain inside the <br />facility. An additional fire hydrant would be needed in the southwest portion of the site. The Commissioners felt <br />that conditions stating additional landscaping and fire hydrant should be reflected within the motion. <br /> <br />RECOMMEND APPROVAL OF LP 01-03 SUBJECT TO THE <br />Motion by Schiferl, seconded by O’Brien, to <br />FOLLOWING CONDITIONS: <br />1.STREET VACATION APPROVAL FROM RAMSEY COUNTY AND UTILITY AND SIDEWALK EASEMENT <br /> <br />AGREEMENT FILED WITH CITY STAFF. <br />2.TRASH CONTAINER TO BE CONTAINER ENTIRELY WITHIN BUILDING. <br /> <br />3.APPROVAL BY RICE CREEK WATERSHED DISTRICT. <br /> <br />4.SIGN DRAWINGS SUBMITTED TO CITY PLANNER. SIGN SHALL BE CONSTRUCTED OF SAME <br /> <br />MATERIALS AS BUILDING AND REQUIRED TO MEET THE PROVISIONS OF THE SIGN ORDINANCE <br />SECTIONS 9-010 THROUGH 9-180. <br />5.PROPERTY OWNER WILL PAY FOR A NEW FIRE HYDRANT IF FOUND TO BE REQUIRED BY THE FIRE <br /> <br />DEPARTMENT. <br />6.FINAL LANDSCAPE PLAN TO BE APPROVED BY THE CITY FORESTER WHICH PROVIDES ADEQUATE <br /> <br />SCREENING. 6 Ayes - 0 Nays, Motion Carried. <br /> <br /> <br />General Business: Discussion regarding modification to minute format <br /> <br />Presently, all Planning Commission meetings are recorded on videotape and available in written form. Changes are underway <br />to provide video and audio copies on CD-ROM format available for public viewing. A shorter, more compact draft of minutes <br />was suggested given other media available. A shorter format is a quicker means for support staff to transcribe minutes, while <br />the advantage of the traditional, longer format is more detailed documentation. <br /> <br />Baker noted the importance of archiving the meetings in a usable format, if any changes were made to the minutes.
