<br />Approved <br /> <br /> Minutes <br /> <br /> New Brighton Planning Commission <br /> Regular Meeting - February 20, 2001 <br /> 7:30 p.m. <br /> <br />Call to Order <br />Jim O’Brien, Vice Chair, called the meeting to order at 7:30 p.m. <br /> <br />Roll Call <br /> Present: <br /> <br />Jim O’Brien, Tom O’Keefe, Norm Schiferl <br /> , and David Schmitz <br />Absent: <br /> Larry Baker, Jeff Schopf, and Paul Zisla <br />: <br />Also Present <br /> Mark Andrle, Community Development Specialist <br />Patrick Boylan, City Planner <br />Kevin Locke, Community Development Director <br />Char Samuelson, City Council Liaison <br /> <br />New Commissioner Tom O’Keefe was introduced. <br /> <br />Approval of Minutes <br />Approval of the January minutes were deferred to the March 20, 2001, meeting. <br /> <br />Report on Council Actions <br />Samuelson said the Highview School Addition was approved per Planning Commission recommendations. <br />The Multi-Family Housing ordinance amendment was also approved. <br /> <br />Agenda Review <br />The agenda was adopted as written. <br /> <br />Public Hearings <br />City Planner Patrick Boylan presented a site plan and special use permit to construct a 4,455 sq. ft. addition <br />th <br />to Bel Air Elementary School, 1800 5 St. NW. The proposal involves an addition to the gym and cafeteria, <br />kitchen, storage areas, installation of rooftop mechanical and screening, and expansion of the north parking <br />lot. Additional parking pavement area would total 4,025 sq. ft., and the existing driveways and front parking <br />lot would be reconfigured to include a drop-off area. <br /> <br />The site currently contains more than the required number of parking stall, and the proposal would increase <br />th <br />that total to 78. Boylan acknowledged the existing on-street parking problem along 5 St. and Inca Ln. <br />during school hours, and the additional stalls would help mitigate the parking shortage. <br /> <br />The City Engineer reviewed the grading plan and runoff rates and noted concern of the existing storm sewer <br />system handling runoff from additional hard surfaces. The addition of rip-rap water absorbing features in the <br />northwest and northeast corners of the parking lot would allow additional runoff absorption, but the proposal <br />does not provide calculations addressing this issue. <br /> <br /> <br />I:\COMMISSIONS\PLANNING\MINUTES\2001\2-20-01.WPD <br /> <br />
