Sandy Gaye, Bel Air Architect, presented illustrations of the proposal. The project would provide for the <br />separation of bus traffic from other vehicle traffic and prevent crossover traffic and improve safety. <br />Doug Schraumer, 501 Inca Ln., said the existing rooftop mechanical units are an incredible nuisance to the <br />neighborhood and requested screening to eliminate noise. Gaye confirmed they are reviewing screening <br />options, and monitoring could be conducted during summer months when air conditioning units are <br />th <br />functioning. Schraumer added that on-street parking along 5 St. creates a public safety hazard. <br /> <br />In regards to the third curbcut, Boylan explained it would allow for separation of bus and vehicle traffic. At <br />this time, the Public Safety Department has not raised issue with this curbcut, but Boylan will research and <br />provide feedback to the Commissioners. <br /> <br />Schiferl asked if there is opportunity to provide on-site infiltration within grassy areas. Gaye will research if <br />there is opportunity. O’Brien believes any concerns relating to drainage should be included in the conditions <br />of approval. <br /> <br />Jim O’Brien asked the estimated cost to screen the rooftop mechanical equipment. Gaye believes the cost <br />would be between $10,000-12,000. <br /> <br />Boylan confirmed that public hearing notices were mailed to property owners within a 350 ft. radius of the <br />school. <br /> <br />Ed Schwab, 505 Inca Ln., lives in close proximity to the mechanical/air conditioning unit, and noted <br />continual operation on weekends and holidays. He requested an environmental/noise impact study, and added <br />that the west sidewalk is being used as a driveway/parking area. Community Development Director Kevin <br />Locke explained it is usual for a school to contain sidewalks wide enough to accommodate emergency vehicle <br />access. <br /> <br />Gaye confirmed that an acoustical engineer is conducting a noise impact study and results should be available <br />within two weeks. Schiferl noted the importance of including this concern in the conditions. Schmitz <br />suggested a provision stating existing and future units be appropriately screened and conform with code <br />requirements. Gaye noted that the school district intents to address this issue. <br /> <br />CLOSE THE HEARING. <br />Motion by Schiferl, seconded by O’Keefe, to 4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Schiferl and Schmitz suggested the following conditions of approval: mechanical equipment screened <br />consistent with code requirements to eliminate noise; curb cuts subject to review by the City Engineer and <br />Public Safety Department; and elimination of parking along the west sidewalk. O’Brien added that concerns <br />expressed regarding on-street parking, west sidewalk access, and security issues should be brought to the <br />attention of the school administration. <br /> <br />Motion by Schmitz, seconded by Schiferl, to <br />WAIVE THE READING AND ADOPT THE RESOLUTION <br />LP01-01SP01-01 <br />, subject to the following conditions: <br />RECOMMENDING APPROVAL OF AND <br />1.All off Street parking stalls shall be marked with white or yellow painted lines not less than four (4) <br /> <br />inches wide. <br />2.Applicants shall show an additional handicapped accessible parking stall. <br /> <br />3.Provision of a bond or letter of credit in the amount equal to 100% of the cost to install landscaping, <br /> <br />curbing and paving to ensure that these items are installed per the approved plans. <br />4.That a revised grading and drainage plan be submitted to and approved by the City Engineer.
