The applicant noted concern regarding curb and gutter requirements which would <br />make it difficult for this proposal to be developed. <br /> <br />Community Development Specialist Mark Andrle presented an ordinance amendment to Section 5-130, <br />Permitted Accessory Uses in a B-2 Zoning District. This proposal would allow a permanent cosmetic <br />makeup business to be a permitted accessory use in a B-2, Neighborhood Business zoning district. If this use <br />is allowable in the B-2, it would also be allowable in the B-3. <br /> <br />A permanent cosmetic business will be required to be licensed through the Police Department. To eliminate <br />a tattoo use from using the permanent cosmetic title, permanent cosmetic makeup is defined as “licensed <br />permanent cosmetic makeup business limited to the application of coloring agents to create a permanent color <br />to the skin or around the eyes, lips, eyebrows, eyelids, and facial areas as permitted accessory uses only to <br />barber shops and beauty/hair salon.” <br /> <br />Andrle received a call which pertained to a type of permanent tattooing which involves the process of <br />providing camouflage makeup for the coverage of scarring on areas other than facial area. The City Attorney <br />suggested additional language stating: camouflaging of skin or scarring tissue by applying skin coloring are <br />permitted accessory uses to barber shops and hair/beauty salons. <br /> <br />Schmitz asked the difference between permanent makeup and tattoos.
