Church uses Church of <br />are allowed by special use permit within a B-1 district. The site is an empty sloping field adjacent to the Latter Day <br />Wexford Heights residential area. The proposal meets all building setback and parking requirements. Saints Site <br />The applicant has shown willingness to work with staff to address landscaping, stormwater, utility, and Plan <br />public safety issues. The plan shows a landscaped 25 ft. buffer along the west and north property lines <br />with a retaining wall on the southwest portion. <br /> <br />Ed Kodet, applicant architect, explained the proposal and believes the use would be compatible with <br />adjacent residential and business properties. <br /> <br />Zisla asked if elevations will change dramatically from current conditions. Kodet said the building and <br />parking areas will be located on the highest portion of the site and drainage would flow into a holding <br />pond. Zisla asked if the applicant is confident of the number of proposed parking stalls. Kodet feels the <br />proposed 209 parking stalls will provide suitable parking in the majority of cases. <br /> <br />Frank Trommel, 2611 Ashley Ter., asked the maximum capacity of the church, and questioned the safety <br />of the hillside road access. Kodet said the schedule provides for two Sunday services with 325 people in <br />attendance, and the retail center across the street could accommodate overflow parking. The proposed <br />driveway access will be bordered by a retaining wall and fencing to provide safety. <br /> <br />Nancy Reid, 2601 Ashley Ter., is happy to see activity occurring at this parcel, but noted concern <br />regarding the number of hours and intensity of the parking lot lighting. Kodet said the parking lot could <br />contain 14 exterior light poles with downcast lighting and building security lighting.
