Planning Commission Minutes - April 17, 2001 <br />Page 2 <br /> <br /> <br />Mike Ovshak, 2531 Wexford Ct., asked the amount of landscaping required by code. Boylan explained SP01-03 <br />that code requires a 25 ft. landscaped buffer and additional site landscaping. Ovshak noted the need for LP01-04 <br />substantial plantings on the site. Kodet agreed that landscaping is a key ingredient, and the applicants are Church of <br />most willing to work with staff to revise the landscape plan. Latter Day <br /> Saints Site <br />It is anticipated that construction would begin this July with completion scheduled Summer 2002. Plan <br />Typically, church activities occur on Sundays, but there may be some activities on weeknights. <br /> <br />Dwight Dejacmo, 2500 Wexford Ct., asked if the 25 ft. buffer would be graded and landscaped. Kodet <br />said the buffer would be combination of grass, plant material, ground cover, and fencing. Dejacmo asked <br />if the neighborhood kids would be able to ride their bikes and play hockey in the church parking lot. Kodet <br />said it could be allowed if it does not create a great disturbance. <br /> <br />Rob Roach, 2601 Ashley Ter., verified an utility easement is required for the driveway which accesses Co. <br />Rd. E. Kodet added that site access contains a right turn in/out from Silver Lake Road and a full right/ <br />left turn from Co. Rd. E. <br /> <br />Baker asked if the applicant held an informational meeting with the residents to review the proposal before <br />the public hearing. Community Development Director Kevin Locke explained that an applicant is not <br />required to hold a public meeting, but it is merely a suggestion upon staff’s part. Kodet reiterated that they <br />are very willing to work with staff on any modifications. <br /> <br />Ron Ryder, 10 Windsor Ct., asked if this proposal requires a rezoning, and if the storm sewer’s efficiency <br />will improve with the church construction. Baker verified this is a permitted use in a business district with <br />a Special Use Permit. Kodet explained that Ramsey County identified the project’s traffic patterns, and <br />the holding ponds should assist with drainage. <br /> <br />Dale Connelly, 2611 Wexford Ct., suggested delaying the project’s approval until a neighborhood meeting <br />could be held to resolve any concerns. <br /> <br />Baker asked how many church members reside in New Brighton. Kodet explained that this facility would <br />be utilized by three congregations and about one-third reside in New Brighton. <br /> <br />Schiferl asked who would maintain the Silver Lake Road sidewalk. Boylan anticipates speaking further <br />with the applicant regarding the City’s interest in extending the sidewalk system to connect the existing <br />bus shelter and existing sidewalk on County Road E. Schiferl feels a sidewalk would be needed if <br />members utilized the overflow parking across the street. <br /> <br />A resident asked if this project would affect property values. Baker feels this is irrelevant to the issue. <br /> <br />Schiferl suggested additional conditions of approval which would reference drainage, screening, and <br />Ramsey County approval of access onto Silver Lake Road. <br /> <br />CLOSE THE HEARING. <br />Motion by O’Brien, seconded by Zisla, to 6 Ayes -0 Nays. Motion Carried. <br />Hearing closed. <br /> <br /> <br />Baker added that this proposal appears more compatible with existing uses than previous proposals.
