The required <br />number of parking stalls is 455; a variance is needed because only 427 are shown on the site plan. <br /> <br />Elaina Peltsman, a representative from the architectural firm, Armstrong Torseth Skold & Rydeen, gave a detailed <br />presentation outlining the proposed addition to Irondale High School. <br /> <br />Commissioners asked many questions of the ATS& R representative, mostly centering around the visual effect of the exterior <br />gymnasium wall. There was also a question regarding “green engineering” and a question regarding the moving of the <br />softball field. <br /> <br />There were no comments from the audience. <br /> <br />CLOSE THE HEARING <br />Motion by Zisla seconded by Schopf to . 6 Ayes – 0 Nays, Motion Carried. <br /> <br />Considerable discussion ensued regarding the parking and whether a variance is the proper choice of language in this <br />instance or if a nonconforming use permit would be more appropriate. More discussion was held regarding the visual effects <br />of the exterior gymnasium wall. Different materials, plantings, and safety issues were all considered. <br /> <br />It was generally felt the design for the new drop-off site would be a welcome improvement in re-routing traffic. Barb <br />Almann, School Board Member and Bond Construction Committee Member, reported on the schedule for the bidding and <br />construction process. It was proposed that informational drawings be brought to the next meeting which would further <br />delineate ideas for the exterior wall of the gymnasium, incorporating ideas for materials, plantings, attention to back doors, <br />textures and colors. <br /> <br /> <br />The Commission would like the applicant to work on exterior treatment of the gymnasium and report back to the Commission <br />th <br /> <br />at the July 17 meeting. The Architect and representatives from the School District agreed to do so. <br /> <br /> WAIVE THE READING AND ADOPT THE RESOLUTION RECOMMENDING <br />Motion by Schiferl seconded by Zisla to <br />APPROVAL OF LP01-08, SP01-08 SUBJECT TO DEMONSTRATING AN ALLOCATION OF 28 PARKING SPACES <br />WHICH COULD BE DEVELOPED IN THE FUTURE SHOULD THE CHURCH PARKING AGREEMENT BE REVOKED <br />AND THERE IS A DEMONSTRATED NEED FOR THE 28 PARKING SPACES. <br /> <br />6 Ayes – 0 Nays, Motion Carried. <br /> <br />Discussion by the commissioners made it clear that a variance for parking would not be needed with the above action having <br />been taken. <br /> <br /> DENY VN01-04. <br />Motion by Schiferl seconded by Schmitz to6 Ayes – 0 Nays, Motion Carried <br /> <br />Public Hearing: LP01-07, PU01-10Main Street Village , LLC Rezoning – Planned Unit Development <br /> <br />Application is to rezone the entire Main Street Village site to B-4, consider extension of the existing Main Street Village <br />Planned Unit Development north to include the former Tom Thumb site, to approve a site plan for the residential phase of <br />the development and to approve a general development plan that couples the PUD with existing development proposed and <br />th <br />future plans for the site. The Main Street Village area is between 5 avenue NW, the railroad tracks over on the western side, <br />County Road E-2 extension north all the way to Old Hwy 8. <br /> <br />Mr. Gary Vogel, Architect with the BKV Group, representing the developers, detailed the plans for the Main Street Village. <br /> <br />th <br />Mr. Dan Dahms, 675 4 Avenue, expressed concerns regarding the parking issues. He stated 242 parking spots for 121 <br />units leaves no designation for visitor parking. He also expressed concerns regarding the increasing traffic in the area which <br /> <br />is becoming a safety issue and also creates long waits for residents wanting to enter the street from their homes. <br /> <br />
