The school is located half way between Long
Lake Road and Silver Lake Road in the north part of the city. The size of the parcel is 10 acres . The
building and parking setbacks do comply. This would be an eight classroom addition. There will be a
school bus turn and also a parent/student drop off area with sort of a safe zone. There are five new poles
which are proposed to illuminate the new parking lot with downward cast lights and the exterior will
match the façade of the school. The site was discussed with the city forester and it was determined that
extra care would need to be taken to protect the trees that are near the staging area. Staff is recommending
that barriers be placed around the trees to help protect drip lines to help reduce compaction of soil for the
root systems around those trees and that any trees that are removed through the parking lot, driveway or
through the addition to the site, are replaced on a one to one basis. A neighborhood meeting was held and
one person showed up and there was a very well focused presentation. Staff believes all the Special Use
Permit standards are met.

Sandy Gay of Perkins and Will Architects represented the Mounds View Public School District and
explained the project to the Planning Commission. She explained they would be adding a classroom
addition and changing existing parking. The school Safety Committee will be monitoring the parking
changes. The project calls for adding several new parking spaces. The three ball fields will remain in their
current locations. A hard surface play area will be repaired. Another small addition will house a chiller, a
mechanical room. The other changes will be remodeling of the interior of the building. It is a special
indoor air quality system. There will be some ceiling work done to accommodate it and on the exterior of
the building there will also be some work done along the exterior perimeter of the building.

The presenter explained the brick of the addition would be colored to match the rest of the building.
