Planning Commission Minutes – September 18, 2001 <br />Page 2 <br /> <br /> <br />On the roof there will be screening for three areas and will be corrugated metal screening and the color <br />will match other corrugated metal on the building. Corrugated metal will be used above the new windows. <br />One commissioner asked when construction would start. Ms. Gay explained it would be the spring of <br />th <br />2002. They would issue bids in December and January 24 bids would come back. The contracts would <br />then be awarded and they would set their schedules. Preplanning would take place in April and May and <br />construction would undoubtedly begin when school is out. There was a question whether school could <br />possibly be delayed in the fall. It is not believed that would happen. <br /> <br />CLOSE THE HEARING. <br />Motion by O’Keefe, seconded by Schopf to 5 ayes, 0 Nays. Motion Carried. <br /> <br />Motion by O’Brien, seconded by Zisla to recommend approval of the staff recommendation with the <br />following four conditions: <br /> <br />1. Approval of a final grading and drainage plan by the City Engineer. <br />2. Approval by Rice Creek Watershed District. <br />3. Adequate protection of trees near the construction staging area is provided for, as instructed by the <br />City Forester. Trees not surviving the construction phase shall be replaced on a one-to-one basis. <br />4. Approval and continuing compliance with the terms and conditions of SP 01-13. <br /> <br /> <br />The above motion was then voted on. 5 Ayes, 0 Nays, Motion Carried. <br /> <br /> <br />ANNOUNCEMENTS AND UPDATES <br />Mr. Boylan reported on his attending the MN Chapter of the American Planning Association at Breezy <br />Point for 2 & ½ days along with the Community Development Specialist. There was a session on the 60 <br />Day Rule and Patrick has information on this for anyone interested. The strongest points from this were <br />to document everything and be cautious and conservative when accepting applications from applicants. <br />There was also an interesting session on preserving mainstreet and old downtowns along with some design <br />issues. Another session was on economic development / business retention.
