<br />PLANNING COMMISSION PROCEEDINGS <br /> <br />CITY OF NEW BRIGHTON <br /> <br />APPROVED <br /> <br />Regular Meeting 02-19-02 7:30 p.m. <br /> <br />Present: <br />Commissioners Larry Baker, Thomas O’Keefe, David Schmitz, Jeff <br />Schopf and Paul Zisla <br /> <br />Absent: <br />Commissioners Jim O’Brien and Norm Schiferl <br /> <br />Also Present: <br /> Patrick Boylan, City Planner <br /> Kim Moore-Sykes, City Council Member <br /> Kevin Locke, Community Development Director <br /> <br /> <br />? <br /> Minute Approval - <br /> January 22, 2002 <br />? <br /> Agenda Review - <br /> No additions <br />? <br /> Council Action - <br /> No report as Council Member Kim Moore- <br />Sykes was not able to attend the last council meeting. <br /> <br />Public Hearing PL 02 – 001 Preliminary Plat & Alley Vacation – City of New <br />Brighton. <br />The public hearing is to review a replatting put forth by the City of New Brighton for a <br />th <br />new Public Safety Facility. The request is to re-plat 9 parcels south of 8 Street between <br />th <br />Old Highway 8 and 4 Avenue NW to a single lot for the proposed New Brighton Public <br />Safety Facility. The City is actively acquiring the remaining single family parcels and <br />plans to break ground in the late spring of 2002. <br /> <br />A couple of issues need to be discussed at this meeting in regard to this. Presently there <br />is gas and sanitary sewer in an easement underneath the public alley. The proposal is not <br />only to consolidate these lots into one lot of record but also to vacate this alley and to <br />move the utilities in an eastern fashion, starting at the middle of the block and coming <br />thth <br />over and running parallel to Old 8 and 4 and connecting up with 8 Street. The site plan <br />for this building was approved by the City Council on January 29, 2002. State laws have <br />to do with the applicant to move utilities and making an alley and who benefits from it. <br />Since City owns entire land around the vacated alley, it is a matter of one user so we are <br />essentially giving ourselves permission to do this. <br /> <br />CLOSE THE PUBLIC HEARING. <br />Moved and seconded to <br />5 Ayes, 0 Nayes, Motion Carried. <br /> <br />Motion by Baker, Seconded by Zisla to approve the staff’s recommendation and <br />WAIVE THE READING AND RECOMMEND APPROVAL TO THE CITY <br />COUNCIL OF PL 02-001 SUBJECT TO COMPLIANCE WITH THE <br />FOLLOWING CONDITIONS: <br /> <br />
