<br /> <br /> <br /> <br /> Public Hearing – Preliminary Review of Planned Residential Development, <br /> Nonconforming Use Permit, Site Plan and Preliminary Plat - <br /> CSS Builders / Lampert Architects – PRD02-001, LP02-006, <br /> PL02-003, NC02-002 <br /> <br />Consideration of a request to construct a 72 unit condominium building and subdivide the <br />property into two lots of record. The property is located at 219, 221, and 321 Old Highway 8 <br />NW, and is zoned R-3B, Multiple Family Residential. This is a preliminary review and <br />recommendation. The City Council next week will review that and approve or deny the <br />preliminary site plan and planned residential development. If the applicant so chooses, he <br />can come forth with a final review recommendation from this body and then a final approval <br />or denial by the City Council. <br /> <br />Mr. Boylan reviewed the request and background and pertinent information for the <br />commissioners. There were questions and answers between commissioners and staff. <br />Beverly Aplikowski of Lakeside Homes spoke, bringing up a concern about transportation <br />and the cars that the development would generate. Feels traffic concerns on Old Hwy 8 are <br />going to have to be addressed with all the projects planned. <br /> <br />CLOSE THE PUBLIC HEARING. <br />Moved by Zisla, Seconded by Schiferl to <br />6 Ayes, 0 Nays, Motion Carried. <br /> <br />Commissioner Zisla had questions regarding the No. 4 condition of a trail easement. <br />Neil Hyde with CSS Builders, representing the developer, spoke stating they understood <br />the part of the process that dealt with the trail and easements thereof, that they were willing <br />to work with the City in consideration of the easement across the property for the <br />trail because this is something the City has had in planning and in the works for a long time. <br />They did not think there was going to be any more responsibility by the developer for the <br />trail itself, other than to accommodate the City with some possible easement and that was the <br />limited role. <br /> <br />WAIVE THE READING AND ADOPT THE <br />Motion by Zisla, Seconded by Schiferl, to <br />ATTACHED RESOLUTION APPROVING PRD02-001, LP02-006, PL02-001 <br />NC02-001, <br />subject to the following conditions: <br /> <br /> <br />1.All property owners shall sign City Applications. <br /> <br />2.Approval of a permit by the Rice Creek Watershed District. <br /> <br />3.Approval of a Permit from the Ramsey County Department of Transportation for <br />the proposed new curb cuts on Old Highway 8. <br /> <br />4.A trail easement is provided to connect Old Highway 8 and Jones Lake and an <br />easement agreement is approved by the City Park and Recreation Director, the <br />City Planner and the City Attorney. <br /> <br />5.A comprehensive sign plan is approved by the City Planner. <br /> <br />6.Light plans for the proposed building are submitted to the City detailing materials, <br />height and supportive data to be approved by the City Council. <br /> <br />7.Light plans are submitted for the existing building and approved by the City <br />Council. <br /> <br />
