Applicant is proposing to <br />reconfigure the existing parking along East Lane by cutting into the berm 20 feet to <br />provide additional parking for Lakeside Homes residents. The applicant also wishes to <br />shift the north driveway to better align with existing curb cut on Old Highway 8. <br /> <br />Beverly Aplikowski, of Lakeside Homes, was available to the commissioners for <br />questions. She reported that since they will be redoing the roads anyway, it is a good <br />time to be adding parking space as there is an identified need for this. She also stated <br />better landscaping can be done with shifting the north driveway to better align with the <br />existing curb cut. <br /> <br />WAIVE THE READING AND ADOPT THE <br />Motion made and seconded to <br />ATTACHED RESOLUTION RECOMMENDING APPROVAL OF LP 02-003 <br />TO <br />THE CITY COUNCIL, SUBJECT TO THE FOLLOWING CONDITIONS: <br /> <br /> <br />1.The dumpster is screened from the Foss Road right-of-way, to be approved by the <br />City. <br /> <br />2.Lost trees due to construction are replaced at a 1 to 1 ratio. <br /> <br />Zoning Code Discussion – Building Setback discussion <br />A resident visited with staff about constructing a front porch at their property at 2909 <br />Seminary Drive. The proposed porch would encroach into the front yard setback. <br /> <br />Through Section 4-0430 (3) B, the required setback may be reduced to 24 feet under a <br />Special Use Permit provided the addition is of the same exterior materials, the base of the <br />structure is not open, and that the addition does not exceed 35 % of the width of the dwelling. <br /> <br />The homeowner believes the site standards and special use standards found in the Zoning <br />Code would not adequately address his interests. The resident argues that following Code <br />would create a design that would not fit with the architectural style of his home. <br />Mr. Polacek and his wife Dee were present to address the Commissioners. They explained <br />their reasoning for wanting a front porch and how it would affect things. <br /> <br />Motion by Schiferl, Seconded by Jim O’Brien , to ask the Council to direct staff to examine <br />changing code to allow porches that stay open, with the idea of enhancing community. <br /> <br /> <br />
