<br />Motion by Baker, second by Howard to <br />WAIVE THE READING AND ADOPT THE <br />with the following <br />ATTACHED RESOLUTION RECOMMENDING APPROVAL OF SP 04-12 <br />conditions: <br /> <br /> <br />1.Building elevation will be submitted to staff before the City Council Meeting. <br /> <br />2.The driveway shall be paved up to the addition. <br /> <br />3.The maximum size shall be 1,064 sq. ft. <br /> <br />MC. <br />6A,0N, <br /> YES AYS OTION ARRIED <br /> <br /> <br />Public Hearing: NC04-03 / SP04 – 13 / LP04-06 Innsbruck Care Center Expansion <br />Special Use Permit, Non-Conforming Use Permit & Site Plan Review. – Mina Adsit, <br />AIA on behalf of Benedictine Health System. <br />Consideration of an application by Ms. Mina Adsix on behalf of Innsbruck Care Center, <br />for a Special Use Permit, a Nonconforming Use Permit, and Site Plan Review to expand <br />the existing facility located at 2800 I-694 Service Drive. <br /> <br />The purpose of the request is to construct an 18,160 square foot addition onto the existing <br />39,100 square foot building and expand the parking area. The site does not have <br />screening near the east lot line along the parking area and a portion of the existing <br />building and parking area encroach into the front yard setback. The Code identifies these <br />as Type 4 Nonconforming Uses, which requires a public hearing. The nursing home use <br />is a Special Use and any expansion of the facility also requires a public hearing. <br /> <br />On January 28, 2003, the City Council approved a non-conforming use permit for the <br />site. That site plan was never developed. This proposed plan is slightly smaller than the <br />2003, approved site plan (5,940 sq. ft.). <br /> <br />Mr. Boylan reviewed the background of the project and a brief review of the site plan. <br />Mina Adsit, Project Coordinator, presented the major portion of the proposal. Also <br />available was Sue Ager, Project Administrator, and Michaela Olchin, Civil Engineer. <br />Ms. Adsit described the differences between the current proposal and the previous <br />proposal. She thoroughly reviewed the details of the project and described what she <br />referred to as a low profile residential friendly face. <br /> <br />An audience member spoke and asked questions regarding the amount of parking and the <br />pond. There was a lot of explanation and describing of the ponding issues. Plantings <br />were also discussed. <br /> <br />Delores Walstrom of 2838 Linden Drive asked about the distance from the building to the <br />curb. She was told it was 65 feet. She also called attention to the fact there would be no <br />barriers on the north side to stop noise from 694.
