WAIVE THE READING AND ADOPT THE <br />Motion by Zisla, Second by O’Brien to <br />ATTACHED RESOLUTION RECOMMENDING APPROVAL OF, SP03-01 / <br />LP03-04, <br />subject to the following conditions: <br /> <br /> <br />1.The applicant shall submit plans showing surface water runoff to be approved by <br />City Staff. <br /> <br />2.Plans to screen the rooftop mechanical equipment shall be submitted to the City <br />for approval prior to building permit issuance. <br /> <br />3.Landscape plan as submitted with this application. <br /> <br />4 Ayes, 0 Nays, Motion Carried. <br /> <br />PUBLIC HEARING: NC02-6 / SP02-14 / LP02-12 Special Use Permit, Non- <br />Conforming Use Permit & Site Plan Review – Innsbruck Care Center Expansion <br />Applicant: Mina Adsit, AIA on behalf of Benedictine Health System <br /> <br />Consideration of an application to expand the existing facility located at 2800 I-694 <br />Service Drive. The purpose of the request is to construct a 24,100 square foot addition <br />onto the existing 39,100 square foot building and expand the parking area. The site does <br />not have screening near the east lot line along the parking area and a portion of the <br />existing building and parking area encroach into the front yard setback. The Code <br />identifies these as Type 4 Nonconforming Uses, which require a public hearing. Nursing <br />Home use is a Special Use and any expansion of the facility also requires a public <br />hearing. <br /> <br />Mr. Boylan reviewed the site plan and the need for the non-conforming use permit and <br />special use permit, as well as the history of the property with the city. <br /> <br />Roger Humphrey, Civil Engineer for the project, addressed a question regarding the <br />detention pond and other water issues. <br /> <br />Mr. Jim Lane, Administrator of the Innsbruck Care Center, also addressed the <br />Commissioners. He pointed out the current trend in nursing facilities is for private rooms <br />to meet the requests of residents. This also allows the use of bigger and better equipment <br />that does not fit well in double rooms. The plan will also increase dining room space <br />which is now sometimes crowded. The dementia unit can be a secured unit with the new <br />plan and the kitchen will be upgraded and expanded. <br /> <br />Mina Adsit, AIA, Adsit Architecture and Planning, presented plans. She explained there <br />will be a retaining pond. The existing wood area will remain. The new main entry will <br />relocate off Black Oak at the north end of the site. There will be two courtyards for <br />outside activities. <br /> <br />CLOSE THE PUBLIC HEARING. <br />Motion by Zisla, Second by O’Brien to <br />4 Ayes, 0 Nays, Motion Carried. <br /> <br /> <br />
