Approved
Commissioner Zisla strongly apposes using the tennis and basketball court areas as
additional parking. He feels that the applicant should not take away any recreational
th
areas. He was also concerned about the parking problem that exists on 13 Street NW,
due to the baseball games, and believes that this would cause additional problems. He
does believe that the proposed conversion of the cul-de-sac may be the best plan.

Mr. Nick Temali, Community Director for Mounds View School District, reported that
the school district has done considerable work on the site and that the District does not
agree that there is a need of an additional ten parking stalls. If the school district finds
that there is a parking problem they will adjust the scheduling of the building to alleviate
the problem.

Commissioners asked why the applicant has not submitted a new special use permit since
the use of the school is changing from the original special use permit. Commissioners
held considerable discussion about this point. The conclusion was that the proposed use
“food shelf”. The consensus was that the applicant shall be allowed to re-program the
space within the building, provided they stay within the confines of the existing parking.
Any additional uses which demand additional parking would require the applicant to re-
apply for a new special use permit.

CLOSE THE PUBLIC HEARING.
Motion by O’Brien, Second by Zisla to

MOTION CARRIED.
7 Ayes, 0 Nays,

WAIVE THE READING AND ADOPT
Motion by O’Brien, Second by Baker to
THE ATTACHED RESOLUTION OFSP05-12
,
ubject to the following conditions:

S

1.The applicant shall show proof of parking for at least 10 parking spaces.

2.The applicant shall redesign the site plan providing proof of parking by
th
expanding the available parking off of 14 Street NW at a design to be approved
by City Staff.

3.The applicant shall be allowed to utilize the building in such a manner so as to
not to exceed the parking available.
