The applicant shall be allowed to hold one event in the fall of 2005 and one event in the <br />spring of 2006 only. <br />2. Vehicle sales shall be one day in duration and each event shall end at 4:30 PM. <br />3. For Sale vehicles shall be off site by no later than 6:30 PM on the day of the sale. <br />4. The Director of Public Safety shall review and approve of each event proposal; and any <br />traffic safety measures deemed necessary by the Director shall be implemented. <br />5. Date of sale to be submitted and approved by City Staff at least 90 days in advance of <br />event. <br /> <br />, MOTION CARRIED <br />7 Ayes 0 Nays <br /> <br /> <br />Public HearingSP05-12 Special Use consider a new use at Pike Lake Elementary <br /> <br /> <br />: <br /> chool <br />S <br /> <br />Consideration of an application for a special use permit, to consider a new use at Pike <br />Lake Elementary School. The District is proposing to have adult education, early <br />childhood education, and the Ralph Reeder food shelf use within the building. The <br />property is zoned R-1, Single Family Residential and “Food Shelf” is not a listed <br />permitted or special use in the zone. The Council can consider other uses not listed and <br />the procedure is that of a special use permit with a public hearing at the Planning <br />Commission. <br /> <br />The City, after sitting down with the architect and the school district, found that there is <br />a need of 117 stalls, currently there are 107 stalls, this includes the shared parking at <br />Freedom Park. The applicant is showing 29 “proof of parking” stalls on the existing <br />hard surface play area on the southern portion of the site basketball & tetherball. <br />Mr. Boylan noted that the Director of Park and Recreation is very concerned about this <br />proposed plan. The site is surrounded by play areas and baseball fields and is concerned <br />that may create a hazard. The staff report suggested that the tennis courts in the north <br />east corner of the property may be a better solution, but Mr. Boylan also suggested a <br />new proof of parking plan that would utilize the cul-de-sac area in the Freedom Park <br />th <br />parking lot off of 14 Street NW. <br /> <br /> <br />3 <br />I:\COMMISSIONS\PLANNING\Minutes\2005\7-19-05.doc <br /> <br />
