The <br />applicant is proposing to expand visitor parking facilities by adding 12 stalls to the south-side <br />parking lot. The proposal adds landscaping to the parking lot, the applicant has promised to <br />adhere to lighting regulations, and the proposed construction abides by setback zoning code <br />regulations. <br /> <br />Howard inquired about the landscaping to the west of the new proposed parking lot and wondered <br />if it would tie in with Brighton Village. Boylan responded that there are currently mature trees in <br />that area. The Environmental Protection <br />Agency (EPA) estimates that over 40% of the nation’s water bodies are polluted. The EPA <br />mandates that municipalities help prevent pollution and consequently, the City of New Brighton <br />is charged with developing a Storm Water Pollution Prevention Plan (SWPPP) for all water that <br />enters the City’s stormwater system. The City is responsible for maintaining a National Pollution <br />Discharge Elimination Systems (NPDES) permit.
