<br />Not Approved <br />Charles Schatz, DJR Architecture, approached the Commission and stated that the applicant is <br />trying to significantly improve the site. They will be keeping the existing brick, but replacing the <br />accent siding with stucco and adding details to the rails. They are trying to keep the condos <br />reasonably priced, so they will do minor modification to the interior structures. They will add a <br />significant amount of landscaping, additional two-way drive aisles and a one one-way circulating <br />drive in the center of the development and enough covered and visitor parking. He also stated <br />that they just received the staff report requiring brick on the garages, but they would like to use <br />stucco. Four of the garages will be double-loaded and there will be two single loaded garages <br />with flat roofs. <br /> <br />Baker expressed a concern about having a driveway along the entire back side of the garages, that <br />could pose a safety problem He stated that if the garages were rotated 90 degrees that they would <br />be able to have the same amount of garages without the long drive. Schatz replied that he would <br />be concerned that they would not be able to maintain the same number of garages. They are <br />proposing to build a board on board fence to help block the view of the garages from the rear <br />residential neighbors. Baker stated that he feels that there is a safety issue with a dark drive and <br />fence. Schatz replied that they have split the garages up a bit, added sidewalks and opening <br />through to help with the safety issue. They have not submitted a lighting plan and will be <br />working with the Safety Officer to address some of these concerns. They are willing to address <br />this with staff and see if rotating the garages will help with the safety concerns and maintain the <br />counts. Baker drew an outline of what he proposed and showed it to the commission and staff. <br />Fernelius inquired if the applicant had discussed the drive aisle widths with the fire marshal. <br />Schatz replied that they had not discussed it. Fernelius stated that the concern is that the drive <br />would need to be a minimum of 24 feet for emergency vehicles. He also stated that this site plan <br />has been reviewed by other City staff who is satisfied with this proposal. O’Brien agrees with <br />Baker that the back drive is a safety issue and should receive further review. <br /> <br />Howard inquired if there are any parking issues with the proposed amount of parking versus the <br />amount that is required by the zoning code. Schatz replied that the current issue is that a majority <br />of the parking stalls are surface parking and there are too few covered stalls. O’Brien asked if <br />the proposed use of stucco on the garages will actually be stucco or EFIS. Schatz replied that it <br />would be stucco and not EFIS. Schiferl asked since stucco is not in the guidelines, if it could be <br />allowed by the commission or staff. O’Brien stated that he feels that it is wrong to legislate <br />design as long as the material is used correctly there should be no problems and he feels that <br />stucco is an appropriate use for these buildings. <br /> <br />Richard Wallick, 2193 Heritage Lane, inquired if there will be curb and gutters added. Schatz <br />replied that there would be. Wallick stated that a current concern is that people drive up on the <br />grass. <br /> <br />CLOSE THE PUBLIC HEARING. <br />Motion by Zisla, Second Schiferl by to <br /> <br />MOTION CARRIED. <br />5 Ayes, 0 Nays, <br /> <br />Anthony Beasley, developer, approached the Commission with a proposal to add doors at the end <br />of the garages to help elevate the safety concerns regarding the dark back drive.
