<br />Approved <br /> <br />CLOSE THE PUBLIC HEARING. <br />Motion by Baker, Second O’Keefe by to <br /> <br />MOTION CARRIED. <br />4 Ayes, 0 Nays, <br /> <br />Zisla recommended the following Item to address the public art topic: The final plan will <br />designate locations for use for a public art program and will include a public art plan and program <br />to include design elements, recommended features, and an implementation and financing process. <br />He stated that this was not a definite proposal, but something to work with for the City and the <br />developers to come up with some sort of plan. Baker inquired if the Commission should add that <br />the developer and the City will develop a public art plan for submittal with the final plan. Zisla <br />agreed and added that it should include locations, design elements and financing plan. Harrington <br />stated that typically the process for developing public art is usually much longer than what a <br />development project takes. It would be appropriate to state that any land that is publicly <br />dedicated land, public right of way, or that has public easements include the ability to place <br />public art on them. He believes that the public art process may take a year or two before it is <br />complete. Zisla replied that what they are proposing is very wide open and general, but they <br />would like to see some movement on this topic. Baker stated that they will add an Item 24: The <br />developer and the City shall have defined a process for implementation of a public art component, <br />including generalized locations, possible design elements, and financial responsibility, which will <br />submitted with the final PUD. <br /> <br /> <br />Move the Staff Approval <br />Motion <br /> by O’Keefe, second by NO SECOND MOTION MADE to <br />with the Following Modifications: <br />? <br /> <br />Item 2 to include the trail bridge and trail crossing as part of the site plan, <br />? <br /> <br />Item number 6 to include revisions to provide easements to trails and private <br />streets as deemed necessary by the City Engineer and Parks Department, <br />? <br /> <br />Item 10 approval of a list of building materials to be submitted prior to final plan <br />approval, <br />? <br /> <br />Item 13A clarification of maintenance responsibilities of land dedicated as park <br />space or trails within the preliminary plat, <br />? <br /> <br />Item 24 the Developer and the City will submit a plan for a public art program <br />that will be submitted as part of the PUD <br />And to* <br /> <br />WAIVE THE READING AND ADOPT THE RESOLUTION RECOMMENDING <br />PUD05-02, LP05-13, and PL05-08 subject to the following <br />APPROVAL OF <br />conditions: <br /> <br /> <br />1. <br />Approval of a re-zoning of all areas except Outlot A identified in Site Plan Submittal <br />(C01) as prepared by Kimley Horn and Associates, Inc. and dated December 29, 2005 <br />from Mixed-Use (MX) to Multiple-Family Residential (R3A). <br /> <br />2. <br />Approval of Site Plan Submittal (C01) as prepared by Kimley Horn and Associates, Inc. <br />and dated December 29, 2005 subject to a minor revision to accommodate re-alignment <br />of the road located between Buildings #1, #46, #37 and Pond 2 and acknowledgement <br />that the trail and bridge crossings are not the developer’s responsibility. <br /> <br />3. <br />Approval of Parking Plan Submittal (C02) as prepared by Kimley Horn and Associates, <br />I:\COMMISSIONS\PLANNING\Minutes\2006\1-31-2006 Special meeting regarding NWQ.doc <br /> <br />
