Fernelius stated that the <br />ordinance is written with the Council discretion to decide on if the fee would be <br />appropriate or not. Gundlach added that the City Attorney wanted that language included <br />in the ordinance, so the Council could look at the determined use of the facility and then <br />decide if the fee was appropriate. <br /> <br />Baker suggested tabling the discussion until the Parks department and staff can determine <br />what the fees are and how they will be applied. O’Keefe stated that he would like to see <br />a clarification of the monetary dedication fee amount and how it would be determined. <br />He added that the dedication could be justified not only by the use, but also for a goal, <br />such as a park or public art, that is for the City as a whole. Schiferl recommended that <br />there could be a maximum fee with the Council’s discretion to lower the fee if necessary. <br />He would also like additional information on how the fee would relate to the Northwest <br />Quadrant site plan. <br /> <br />9 <br /> <br />Motion by Schiferl, Second by O’Keefe to <br />TABLE THIS ORDINANCE UNTIL THE MAY <br />. <br /> <br />MEETING <br /> <br />MOTION CARRIED. <br />6 Ayes, 1 Nays, <br /> <br /> <br /> <br />Announcements and Updates: <br /> <br />Informational Item: Information from the Met Council on the upcoming Comprehensive <br />Plan Update required by the end of 2008 <br /> <br />Fernelius announced that in the Commissioners packet is some background information for the <br />upcoming Comprehensive Plan update. The City has just started this process, with a majority of <br />which will take place in 2007. Howard added that the Met Council has several trainings that <br />would be beneficial for the Commission members to understand how certain things relate to the <br />required updates. <br /> <br />Council Member Doffing reported that the last council meeting they passed a resolution for Arbor <br /> <br />Day.
