The developer must file the easements with the Country prior to issuance of any building permits. 10.Developers agree to the Declaration of Covenants related to the Planned Unit Development. 11.Prior to issuance of building permits for buildings #53, #49, and #48 underground parking structure designs must be submitted for staff review. Underground parking for these buildings should be provided at the following ratios: a.#53: 1 stall / unit b.#49: minimum 1 stall / unit c.#48: 2 stalls / unit 4 Ayes, 0 Nays. Highway 8 Reconstruction, Geometric Layout Approval Public Hearing: Old Grant Wyffels, Director of Public Works, announced that the City is planning to reconstruct Old Highway 8 north of I-694 in 2007 as a part of the overall Northwest Quadrant Redevelopment project. The roadway is proposed to be reconstructed from the north side of the existing bridge over I-694 to just north of the access driveway into Long Lake Regional Park. The total length of the proposed County roadway improvement project is approximately 2,600 linear feet. The roadway is proposed to be reconstructed based upon the recommendations included in the Northwest Quadrant Framework Plan and Design Guidelines prepared by Dahlgren, Shardlow, and Uban, Inc. (DSU). The design for Old Highway 8 includes the following: parallel parking bays defined with curb bump-outs where possible, tree-lined boulevards and sidewalks in residential areas, wide sidewalks with trees, lighting, benches and other amenities in the commercial areas, and bike lane connections to the regional system In order to design Old Highway 8, a final geometric roadway layout must be agreed upon by the City, Redevelopers, and Ramsey County. Staff has had meetings with both the Redevelopers (Rottlund and Sherman) and Ramsey County. The layouts have been refined to include their comments. Two layout options have been presented to all City Commissions for public comment. Based upon the comments received, staff will recommend a final geometric roadway layout for City Council Approval. Jon Horn, Kimley-Horn and Associates, stated that the road will be reconstructed in 2007.
