Approved
recording after the Final Plat has been recorded. She added that the trails in the other
tracks will be dedicated as those final plats come in for approval. Howard asked if it was
possible that land for the trails could not be dedicated. Fernelius added that easements
cannot be recorded on a plat, so one of the conditions of approval is that the Developer
grants the City those trail easements for the trails that are shown on the approved plan.

O’Keefe inquired if the finishing exterior materials provided have met with staff
approval. Fernelius replied that staff has been impressed with that they have seen and the
Developers have done a good job in responding to the Design Guidelines that require a
mix of materials. He added that the City has not received a copy of the color renderings
from Sherman and Associates and staff recommends as a condition of approval that they
have to provide that to the City. Greenfield approached the Commission to explain what
materials will be used on the exterior of the buildings.

CLOSE THE PUBLIC HEARING
Motion by Baker, Second by Schiferl to.

4 Ayes, 0 Nays.

Baker stated that the new lay out for the housing development is very nice, and likes it
better than the other lay out. He added that it’s a good use of public and private roads
and appreciates the additional green space that was added. Howard agreed with Baker,
but wants to make sure that the connections to the park are secured; it’s what makes this
development so unique. Fernelius stated that staff has had several meetings with the rail
roads to discuss the trail connections, and while there is a verbal agreement with the rail
road the next step is to formalize it in a written document. O’Keefe replied that the
connection to the park is of great value to this development and it should be used as a
basis for the payment of those connections.

A
Motion by Schiferl, Second by Howard to Motion Waive the reading and
DOPT THE
RPUD,F
ATTACHED ESOLUTION APPROVING THE FINAL LANNED NIT EVELOPMENT INAL
PT1,SUPCS
LAT OF RACT AND PECIAL SE ERMIT ESTABLISHING A OMPREHENSIVE IGN
P:
LAN SUBJECT TO THE FOLLOWING CONDITIONS

1.Rezoning of the area within Tract 1 to R-3A.

2.Any changes to the proposed signage require amendment of the Comprehensive
Sign Plan through the Special Use Permit process.

3.The proposed Phasing Plan shall be update with each final plat submittal.

4.Ramsey County approval of the final plat.

5.The applicants enter into a separate agreement with the City on maintenance
responsibilities of streets, trails, and common areas.

6.Vacation of all unnecessary easements.

7.Fire Marshal review and approval of hydrant locations.

8.The necessary Rice Creek Watershed District permits are obtained prior to
issuance of any building permits.
I:\COMMISSIONS\PLANNING\Minutes\2006\08-15-2006.docPage 10 of 14
