<br /> <br /> <br /> <br /> <br /> <br /> The consistency of the proposed development with the adopted or proposed <br /> comprehensive plan for the City. <br /> The extent to which the proposed development is designed to form a desirable and <br /> unified environment within its own boundaries in terms of relationship of structures, <br /> patterns of circulation, visual character, and sufficiency of drainage and utilities. <br /> The extent to which the proposed uses will be compatible with present and planned <br /> uses in the surrounding area. <br /> That the design of the development justifies any exceptions to the standard <br /> requirements of the Zoning Code. <br /> The sufficiency of each phase of the planned development size, composition and <br /> arrangement in order that its construction, marketing, and operation is feasible <br /> without dependence upon any subsequent unit. <br /> The burden or impact created by the planned development on parks, schools, streets, <br /> and other public facilities and utilities. <br /> The impact of the planned development on environmental quality and on the <br /> reasonable enjoyment of surrounding property. <br /> 7. Th Planning Commission and City Council find the proposed project meets the factors <br /> est lished under Section 7-240. <br /> 8. Th Planning Commission and City Council considered the sign requirements for areas of <br /> sp ial control, Sections 9-041 (1) (B), 9-041 (2) (B) and 9-041 (C), with regard to the <br /> Special Use Permit to create a Comprehensive Sign Plan. <br /> 9. Th Planning Commission and City Council determined, subject to conditions, that the <br /> re rements of Sections 9-041 (1) (B), 9-041 (2) (B), and 9-041 (C) are met. <br /> 10. Ad itionally, the following conditions of Section 8-130 were considered when <br /> red ending approval of a Special Use Permit: <br /> That the establishment, maintenance, or operations of the special use will not be <br /> detrimental to or endanger the public health, safety, morals, comfort of the general <br /> public. <br /> That the special use will not be injurious to the use and enjoyment of other property <br /> in the immediate vicinity for the purposes already permitted, nor substantially <br /> diminish and impair property values within the neighborhood. <br /> That the establishment of the special use will not impede the normal and orderly <br /> development and improvement of the surrounding property for uses permitted in the <br /> district. <br /> That adequate utilities, access roads, drainage and/or necessary facilities have been or <br /> are being provided. <br /> That the special use shall, in all other respects, conform to the applicable regulations <br /> of the district in which it located. <br /> 11.
