The original
expansion plan submitted to the city was to build a new memory care addition onto the
existing facility, with the main entrance to remain on the south side and visitors utilizing -
the existing east side parking lot. With the city involved, this plan was shared with the
surrounding residents.

However, the reality is that, with the completion of the expansion in 2006, the
Benedictine Health Center relocated its front entrance (with only seven parking spaces!)
onto Black Oak Drive, directly across from the entrance to the Innsbruck Park
Townhome Community. The previous main entrance on the south side of the facility is
now permanently closed, as this is where the memory care residents are now located.
This change on main entrance location has rendered the existing entire east parking lot
of the facility useless. In fact, the parking lot where the old entrance had been located
is nearly always empty. The result is that Black Oak Drive, the public street going in
and out of our community, has now been turned into a virtual parking lot, with visitors to
the Benedictine Health Center parking their cars on both sides of the narrow street,
obstructing views of traffic and pedestrians. Making the situation more dangerous is
that there are no sidewalks on Black Oak Drive.

Concerns:
Residents of our community have several safety concerns about the current parking
situation on Black Oak Drive. The street is not wide enough for two-way traffic AND
parking. With cars parked on both the east and west sides of Black Oak Drive, there is

1
