Ward Fong Lake and its possible contamination. The City contends that contaminates are not coming from <br />the Northwest Quadrant, but likely from TCAAP. There will be another meeting in about two weeks. <br />Kaufhold asked if the testing requirements would delay the development. Black replied the PCA would like a <br />year of testing with quarterly reports. When the soil management is complete the City would like to receive a <br />Certificate of Completion, the highest standard. <br />Sculthorp asked when the next meeting with the PCA would be held. Black replied that the next meeting is <br />scheduled for June 21". Larson suggested that the contaminant, TCE, is coming from the "TCAAP area. Black <br />agreed, noting that it is evenly dispersed throughout the lake which suggests that it has not come from a point <br />source nearby. <br />Kaufhold inquired if there are any other issues that should be considered in the bong Lake area and whether i1 <br />would be the City or County's responsibility. Black replied that the City will not be responsible for cleaning up <br />areas in the park, but the agency could deny the City a Certificate of Completion. A representative from <br />Ashland Oil was at the meeting, so that company is aware that they may be approached to help with any <br />cleanup. Nustad asked if both developers are requiring a Certificate of Completion. Black replied that they are, <br />and also want the entire area delisted as Superfund sites. <br />Black reported that a meeting was held last week with APi Group regarding the final building details. The <br />company is going back before the Planning Commission and the Council with plans for a larger building. <br />elius noted that the building increased in size and therefore requires another site plan review. Excavation <br />4w, begin on the site soon. <br />Black added that David Bernard and Sherman are excited to have APi start construction; they are hoping that it <br />will help boost sales in their respective developments. Sculthorp asked how many units have been sold. Black <br />replied that 12 units have been reported sold to date; another 14 units must be sold before construction can <br />begin on the first senior condo building, which David Bernard hopes to do by this fall. <br />East Side Development Proposals <br />Black reported that the site plan for the east side is still being adjusted. Fernelius added that an issue with the <br />east side is how much area will be buildable after the dump closure plan is implemented. Black added that the <br />large stormwater pond may move toward the west. Kaufhold asked whether by moving the pond more <br />buildable land could be gained. Black replied that this is the objective. <br />Black reported that staff met with Transoma Medical, represented by Ryan Companies. The company is <br />interested in developing a corporate headquarters on the Mengelkoch block, with a five-year option for a second <br />phase on Block D. They are proposing to pay below the market rate for the land at $5.00 per square foot, fle <br />added that the City has found that AAA Cooper, just to the north, is being valued at $6.00/sf for tax purposes. <br />Harmon asked if they would be charged for the option. Black replied that they do not want to be charged for <br />the option or have inflation applied on the site. They would like to close on the site by August 1" with all <br />approvals obtained by then. <br />armon questioned whether the company was linked with Medtronic or Boston Scientific. Black replied that <br />lWile they are currently renting space from Boston Scientific, they are not part of either company. Harmon <br />asked if Ryan or the City is concerned about the company not being viable in five to ten years.
